THE ROLE: This position requires working in a dynamic environment. You must have strong written and oral communication skills. This position may perform field work or involve travel. The Bureau of Public Transportation’s Project Concepts/Capital Planning unit: maintains ownership, oversight, and responsibility for all public rail transportation services as well as associated vehicles, facilities, and other infrastructure. Develops the strategic vision for public transportation in consultation with key stakeholders. Manages and monitors performance of various service providers that operate commuter rail services. Directs and plans capital investment to maintain public rail transportation infrastructure in a state of good repair and rail freight operations pursuant to state statute. Duties include, but are not limited to: Working within the Department of Transportation on the oversight, planning, engineering and operations of passenger and freight railroads and the associated properties they operate upon. Focusing on advancing rail transportation initiatives and operational improvements, Coordinating with passenger and freight railroad partners, federal and local agencies. Other duties as assigned. PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation, Bureau of Public Transportation this class is accountable for assisting in the conduct of rail transportation programs, projects and activities in one or more of the specialized areas of operations, equipment, construction, maintenance, capital projects, finance and administration.
EXAMPLES OF DUTIES
The Transportation Rail Capital Officer-1 class is accountable for assisting in the conduct of rail transportation programs, projects and rail related activities. You will develop the tools necessary to become a professional in the field. You will be assigned a variety of tasks related to planning and operation of public transportation programs in rail. Work activities will include, rail operations service planning and oversight, review of compliance with federal and state requirements, data management and reporting, and technology innovation. This includes field inspection, data collection, coordination with the various railroad operators, and overall program oversight including contract development, program invoicing, and preparation of reports. It may also include working with railroad operators statewide on maintaining current operations and planning for the future. Office of Rail (Newington, CT)The Office of Rail Project Concepts/Capital Planning unit is responsible for planning improvements and service enhancements as well as assuring a state of good repair of the New Haven Line, Hartford Line, and Shore Line East commuter rail line. Duties include assisting with planning projections, ridership data, and schedule changes; administers the capital programs for the Connecticut-owned portion of the New Haven Line, Waterbury Line, Danbury Line, New Canaan Line, Hartford Line, Shore Line East, and Connecticut-owned rail freight lines; conducts rail planning studies; and coordinates with federal, state, regional, local, and railroad officials. The Project Concepts/Capital Planning unit is responsible for providing the project management function for all rail capital projects including project initiation, engineering and design, contracts and agreements, construction inspection, and invoice review. Develops and implements rail infrastructure renewal and capital maintenance programs with operating railroads. Develops and implements service improvements and directs and prioritizes capital planning, marketing, contract development, technology innovation and operational performance. Assists with the development of long- and short-range capital project budgets and schedules. Responsibilities include analysis, investigation, and resolution of New Haven Line, Shore Line East, and Hartford Line service problems or proposals relating to schedules, equipment, and operations in general, the property conceptual usage and potential acquisition function for improvements to state-owned rail rights-of-way. The successful candidate will assist with oversight and coordination of complex projects or programs with statewide or regional impact. This is an exciting time to join the CT DOT. We are: Implementing a program of projects to improve rail passenger’s experience and shorten commute times as well as improve passenger mobility at all railroad stations Overseeing studies for potential electrification of the Danbury Branch, Waterbury Branch and Hartford Rail Lines and a study on the possibility of building a fixed bridge over the Saugatuck River Studying the marketability of the East Long Meadow Branch line
KNOWLEDGE, SKILL AND ABILITY
Knowledge of the principles and practices of railroad functions in operations, rail equipment, rail construction, rail maintenance, engineering, capital projects, finance or administration; Skills interpersonal skills; oral and written communication skills; Ability to collect, organize and analyze data and to formulate conclusions; monitor and review project status and to report on progress; understand and interpret agreements, rules, laws and regulations; utilize computer software.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in a professional or technical capacity in a railroad or railroad related organization.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
The preferred candidate will have: Experience in rail transit related organizations. Experience in rail facility operations and maintenance or other dynamic, fast-paced environment. Experience in oral and written communications in a customer service setting. Experience working independently as well as in team settings. Experience completing tasks with attention to detail. Experience prioritizing and managing multiple tasks. Experience with Rights of Way activities including acquisition and relocation/property management. Experience with property sale negotiations and the appraisal process. Experience with application of CFR 49. Experience with the principles and practices of transportation in planning, operations, equipment, construction, maintenance, schedules, capital projects, finance, or administration. Experience with technical reports or document writing and development.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
WORKING CONDITIONS
Incumbents in this class may be exposed to some danger of injury or physical harm from railroad or construction environments and a moderate degree of discomfort from exposure to year round weather conditions.
