Job Summary:

The Transportation Engineer 2 will play a vital role in the Construction Operations division, Subletting and Civil Rights section, working on a wide range of duties, including reviewing the work of employees, ensuring contractor conformance with requirements, and making recommendations for approval of subletting, pre-award commitment modifications, commercial useful function, DBE and SBE shortfalls.

Responsibilities:
  • Act as a team member in the Subletting and Civil Rights Section, collaborating with DOT engineers, consulting engineers, and other DOT employees.
  • Review the work of employees and ensure contractor conformance with requirements.
  • Make recommendations for approval of subletting, pre-award commitment modifications, commercial useful function, DBE and SBE shortfalls.
  • Assist in the implementation and operation of the construction management system related to subletting and civil rights.
  • Serve as a technical advisor on subletting and civil rights matters.
  • Provide staff and industry training and assistance.
  • Act as a liaison with other operating units, agencies, consultants, the contracting community, and outside officials.
  • Recommend policies and standards.
  • Prepare and update procedural manuals and workflows.
  • Conduct training classes.
  • Prepare reports and correspondence.
  • Public speaking and delivering oral and written presentations.
Requirements:
  • Bachelor's degree in engineering or construction management.
  • Two years of experience in a professional transportation construction engineering or transportation engineering capacity.
  • Knowledge of subletting and civil rights regulations and practices.
  • Excellent communication and interpersonal skills.
  • Ability to determine contractor conformance and recommend appropriate actions.
  • Capability to successfully implement and manage construction management systems.
  • Proficiency in preparing reports, correspondence, and delivering impactful presentations.
Preferred Qualifications:
  • Possession of Fundamentals of Engineering (FE), Engineer-In-Training (EIT), and/or Professional Engineer (P.E.) licenses.
  • Experience with Subletting, Disadvantaged Business Enterprise, and Small Business Enterprise project administration for Transportation Projects.
  • Experience prioritizing work to meet time-sensitive deadlines on group and individual projects.
  • Experience leveraging interpersonal skills to avoid and deescalate conflicts and maintain professionalism during challenging situations.
  • Experience identifying problems, researching solutions, making a decision, and verifying the accuracy of a decision.
  • Experience using SiteManager, AASHTOWare, and COMPASS, CTDOT Construction Manual, and the Microsoft Office Suite with emphasis on Excel, Word, Project, Bluebeam, Teams, and Outlook.
Special Requirements:
  • Incumbents may be required to possess appropriate certification from the NorthEast Transportation Training and Certification Program (NETTCP).
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
  • Incumbents in this class may be required to travel.
Working Conditions:

Incumbents in this class may be exposed to some danger of injury or physical harm from highway or construction environments and a moderate degree of discomfort from exposure to year-round weather conditions.
