Transportation Planning Specialist

We are seeking a highly skilled Transportation Planning Specialist to join our team at the State of Connecticut Department of Transportation. As a key member of our team, you will be responsible for coordinating complex transportation planning projects, developing and implementing transportation plans, and analyzing data to inform decision-making.
Key Responsibilities:
- Coordinate transportation planning projects, including developing project plans, timelines, and budgets
- Develop and implement transportation plans, including analyzing data and identifying trends
- Analyze data to inform decision-making, including using geospatial data and statistical models
- Collaborate with stakeholders, including state and federal agencies, consultants, and the public
- Develop and maintain relationships with key stakeholders, including state and federal agencies, consultants, and the public
Requirements:
- Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning
- One (1) year of the General Experience must include individual responsibility for the coordination of complex planning projects in a relevant planning area
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree
- A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience
Preferred Qualifications:
- Experience in utilizing an Esri Enterprise ArcSDE data architecture and performing data modeling, data linkage & integration, and GIS web-based application and configuration within that architecture
- Experience using geospatial data management tools such as Esri's ArcGIS Desktop Suite (ArcMap, ArcCatalog) ArcGIS Pro, QGIS, Esri's ArcGIS Enterprise web-based suite (Web-App Builder, Survey123, Collector, Field Maps, Workforce, Experience Builder), Safe Software's Feature Manipulation Engine (FME) and similar
- Experience working with a variety of data analysis, automation, and visualization software products including those available through Esri (e.g. Insights, StoryMaps), Microsoft (PowerBI & PowerAutomate), Tableau, and Safe Software (e.g. Experience working with relevant programming languages to facilitate geospatial data management, visualization, and analysis such as Arcade, Python, or R
- Experience managing data projects and the full data lifecycle of enterprise authoritative data that includes generating, creating, processing, storing, managing, analyzing, visualizing, interpreting, governing, and archiving data
- Experience in project management techniques for gathering business requirements, developing a scope, defining key milestones, tracking project process, and delegating tasks as appropriate
- Experience with the unique concerns of a government agency as they apply to data availability, data privacy, state and federal policy, reading and interpreting legislation, and legal ramifications
