Job Summary:

The Division of Business and Finance (DBF) is looking for a highly motivated individual to join our team as an Finance Administrator Senior . Responsible for the overall financial integrity of the largest (by budget; based on total FY 2022 appropriations) Arizona state agency. AHCCCS' budget was approximately $21.0 billion annually, including administrative expenditures exceeding $308 million annually for over 1,150 employees, which is funded through various federal and local political subdivision grants and a variety of funding sources. There is an additional $762+ million dollars for Federal pass-thru to state agencies and other governments. Oversees the proper accounting and fiscal management of Agency funds by grant and fund source, including federal funding. Plans, directs, and coordinates the effective processing of Agency administrative and programmatic expenditures.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Major duties and responsibilities include but are not limited to: Detailed review of all financial reports required by State and federal laws, rules and regulations, in order to ensure Agency compliance and to evaluate program status.
Administer programs and policies governing the statewide financial operation of the Agency in regards to the receipt, divestment, transfer and disbursement of Agency funds.
Confer with the Assistant Director, Director, Deputy Director, Deputy Assistant Director, CMS representatives and other key contacts on confidential and financial matters.
Respond to information inquiries from other state agencies, outside entities and other interested parties relating to program expenditures, compliance issues and policies.
Attend meetings and participate in workgroups, as the Agency's financial representative, for activities that support the goals and objectives of the Agency.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

Extensive knowledge of the principles and practices of accounting and auditing in accordance with Generally Accepted Accounting Principles (GAAP) as determined by the Governmental Accounting Standards Board (GASB) and the Financial Standards Board (FASB) and Generally Accepted Government Auditing Standards (GAGAS) as determined by the United States General Accounting Office.
Extensive knowledge of Federal and State laws, rules, regulations and policies governing financial requirements related to the Agency's programs as outlined in the Code of Federal Regulations (CFR's), Arizona Revised Statutes, Arizona Session law, State Accounting Rules (State Accounting Manual), the Cash Management Improvement Act (CMIA) and AHCCCS Administrative Policies and Procedures.
Basic understanding of actuarial principles of payment lag studies, utilization control and risk management.
Internal financial automated accounting systems (PMMIS, HRIS, AZ360) and in software applications in a Windows environment; Excel, Word, Access and other PC based accounting databases, spreadsheet and mainframe software.
Managed care principles including capitation, fee-for-service, reinsurance/risk sharing, IBNR (Incurred But Not Reported claims) and RBUC's (Received But Unpaid Claims) reserves.

Skill in:

Strong analytical, organizational and problem-solving skills, including the ability to maintain and reconcile complex multiple funding source payment methodologies.
Strong oral and written communication skills, including the ability to communicate effectively with management and staff within the Agency, other state agencies and with external (Federal and Independent) auditors.
Skill in the identification and resolution of complex financial, compliance and legal programmatic and regulatory issues (i.e., problem-solving and decision making skills).
Strong interpersonal skills in order to effectively work with high-level, key contacts both internal and external to the Agency (e.g. Director, Deputy Director, Assistant Directors, Deputy Assistant Directors, legal counsel, health plans and program contractors, independent accountants and actuaries, other state agencies, other state Medicaid programs, representatives of the Governors and Legislatures offices, etc.).
Evaluating the adequacy and accuracy of existing and future EDP systems related to the multi­faceted accounting control system, including implementation of new systems.

Ability to:

Assign, monitor and motivate staff, including providing the training as necessary in their job functions.
Effectively organize, supervise and direct staff to ensure timely and accurate completion of multi-priority tasks. Accomplish through the ability to properly delegate and to follow-up and review task assignments. Qualifications

Minimum:

Bachelor’s degree in Accounting, Finance, Economics, Management, Business Administration, Public Administration, or related field is required.


Preferred:

Master’s degree in these fields and/or professional certifications is preferred.
CPA is preferred. Practical work experience managing the budget of a large multi-divisional organization. Pre-Employment Requirements:

• Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
• Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code .) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
