General Description :

The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. Overview of Job:

The Georgia Department of Community Affairs (DCA) is seeking a Community Engagement Strategist within the Housing Finance & Development Division.

The Housing Finance and Development Division Director’s Office oversees operations and management for the various multi-family affordable housing program initiatives, to include construction, capital markets, underwriting, community housing development, federal compliance, loan asset protection, and regulatory compliance.

The Community Engagement Strategist will report to the Deputy Division Director for Housing Finance and Development.

CORE RESPONSIBILITIES:

Ability to cultivate and manage relationships with high-level individuals and organizations both within and outside of the Division Identify potential new multifamily development partners and maintain existing relationships through regular communication and offsite event attendance Support Division staff in the planning and preparing for external partner-sponsored events, such as groundbreakings, ribbon cuttings, and grand openings Able to conduct business and engage with city and county officials to further DCA’s affordable housing strategic initiatives Identify potential opportunities for community engagement that impact multifamily affordable housing development Manage the Annual Impact report drafting and publication Stay apprised of legislation and code updates that impact affordable housing development and funding Provide updates to pending or signed legislation that impact affordable housing programs within the Division Direct a diverse range of support, operational, and programmatic activities for a department, agency or facility Recommend and implements policies and procedures Ability to direct subordinate staff

PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES

Professional or educational experience in multifamily affordable housing, community development or economic development. Knowledge of state and local government structures and law making Experience partnering with or working for government agencies Experience writing and proposing policies Ability to manage a small team (1-2) and delegate tasks to subordinates Ability to research and project manage without significant direction Ability to read code, laws, or statute Ability to identify, analyze, improve, and/or streamline problems and processes Ability to maintain organizational structures and pay attention to detail Ability to work in a fast-paced environment while remaining adaptable and calm Ability to be actively listen and learn from others Ability to work remotely or in an office setting, as well as travel at least 50% of the time Advanced knowledge of database, programming, or spreadsheet software, including Microsoft Excel, Word, Outlook, Teams Oral and written communication

MINIMUM QUALIFICATIONS

Bachelor's degree from an accredited college or university in a related field AND Five years of experience managing professional level staff OR Nine years of experience AND Five years of management experience at the level equivalent to area of assignment OR Five years of experience at the lower level Sr Mgr, Business Ops (GSM012).

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

Bachelor's degree in operations management, business administration, or a related field which includes four (4) years in a managerial or supervisory role; or eight (8) years of related professional experience which includes four (4) years in a managerial or supervisory role; or four (4) years of experience required at the lower level Mgr 2, Business Ops (GSM011) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
