Job Description:
The Staff Services Officer V will conduct advanced staff services work to assist in implementing the Texas Pharmaceutical Initiative (TPI) in coordination with the Texas Pharmaceutical Initiative Board. The TPI was established by the 88th Legislature to improve access to low-cost pharmaceuticals.

This position is the liaison for the TPI Board providing support by scheduling and conducting regular meetings of the board, preparing agendas in coordination with the board chair and other TPI staff, gathering and providing information to the board in preparation of meetings, sending communications to the board, processing travel reimbursement, and following state laws and rules related to the Open Meetings Act.

Work involves planning, directing, and overseeing several staff functions such as human resources, purchasing, budgeting, records management, and property management.

Additional responsibilities include planning and coordinating special and administrative assignments, participating in the preparation and review of reports, processing and tracking procurements, and in coordination with other staff, processing, developing and reviewing policies and procedures. This position may monitor contracts.

This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment to implement complex program initiatives. Essential Job Functions:
Serve as the TPI board liaison and conduct meetings of the board. (50%)

Oversee and conduct staffing and administrative functions including, submitting and tracking requisitions, budgeting, records management, and property management. (20%)

Participate in preparation and review of reports. (10%)

In coordination with other TPI staff, reviewing and developing policies and procedures. (10%)

Plan and coordinate special administrative assignments. (10%)
Knowledge Skills Abilities:
Knowledge of: health and human services programs, policies, and procedures; state and federal legislative processes, the Open Meetings Act; and customer service techniques.

Skill in: verbal and written communications; developing and editing written documentation, including policies, procedures, and reports; speaking in front of an audience; using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; the operation of a computer and applicable software; and coordinating calendars and scheduling meetings.

Ability to: work independently with minimal supervision; demonstrate strong leadership and interpersonal skills; work well with all levels of staff and maintain effective working relationships; accurately interpret and apply state statutes, rules, policies, and procedures; handle multiple assignments/projects with competing deadlines; develop and implement goals and objectives that support program strategies; identify problems, critically evaluate alternatives, and implement effective solutions; communicate and present information effectively, both verbally and in writing; and develop and evaluate policies and procedures.
