Job Description:
Performs advanced (senior level) engineering work, directing engineering and construction projects and activities. Provides advanced consultative services and performs leadership functions by providing direction and guidance to highly specialized professionals. Leads construction inspection services for complex and large-scope healthcare construction projects and investigates complaints. Communicates with highly skilled design and construction professionals and implements decisions on their engineering systems. Identifies deficiencies on construction site that do not comply with code. Accurately interprets codes, rules and regulations and prepares guidance letters. Reviews and approves federal survey reports, trains inspection staff, and coordinates travel. Works under minimal supervision, with considerable latitude for the use of initiative and judgment. Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Directs engineering work related to health control that involves mechanical, electrical, plumbing, and other building systems. Provides senior-level consultative services regarding complex healthcare building systems to highly skilled design and construction professionals and provides direction for cost-effective healthcare technology. Serves as an expert resource in engineering issues for large-scoped hospitals. (25%)

Leads the testing of lifesaving building systems, such as medical gas, emergency electrical system, nurse call, heating and air conditioning, emergency water, fire alarm system, and sprinkler system. Coordinates the site surveys and conducts construction inspection services and monitors quality control. Makes appropriate professional judgements and direction for best practices in engineering. (25%)

Reviews and approves engineering construction drawings and specifications on complicated healthcare projects. Writes field reporting both state and federal inspections, which includes accuracy of reports. Provides corrective solutions when the project is not code compliant. Evaluates facility’s corrections for compliance with federal and state laws and standards. Makes appropriate referrals to state and federal agencies about leading engineering technology in the healthcare market. (20%)

Provides public presentations and training regarding engineering standards and policies. Monitors and mentors the initial inspectors. Writes guidance letters on interpretation of National Fire Protection Association (NFPA) codes. Research cost associated with mechanical, electrical, and plumbing improvements and investigates options for advanced technology to assist in rule development. Teaches public to reduce the number of failed inspections. Attends enforcement conferences and hearings to provide expert testimony relative to violations of rules related to engineer/architectural requirements. (20%)

Performs other duties as assigned for smooth daily operations and management objectives within ARU. Actively participating and serving in a supporting role to meet the agency’s obligations for disaster response and recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Attends inspector meetings. Maintains professional license. (10%)
Knowledge Skills Abilities:
Extensive knowledge of engineering industry practices and procedures, materials, and installation procedures.
Considerable knowledge to read, understand and analyze contract construction documents.
Highly skilled in leading field inspections and a working knowledge of quality control.
Knowledge of healthcare industry and life safety applications. Knowledge of NFPA 99: Health Care Facilities Code, NFPA : Life Safety Code, NFPA 70: National Electrical Code, NFPA 72: National Fire Alarm, and NFPA 13: Standard for the Installation of Sprinkler Systems.
Skills in creative problem-solving on engineering projects and communicating best practices.
Skills in scheduling and developing overall business strategy.
Skills in communicating effectively, intelligently, and professionally with public, stakeholders, and other State agencies. Ability to record that information by drafting correspondence. Ability to communicate verbally with various facility personnel to obtain required survey information. Ability to conduct interviews, record information, prepare case narratives/lengthy documents using word processing.
Skill in composing, editing, and proofreading correspondence and reports. Technical writing ability to prepare concise reports and business correspondence. Skill in the operation of Microsoft Word, Excel, Outlook, PowerPoint, Access, SharePoint, and other applicable software.
Skill in establishing and managing positive and professional business and working relationships with co-workers, other program personnel, and the public.
Skill in project management monitoring.
Ability to recognize and respond to hierarchy in overlapping codes and regulatory requirements.
Ability to learn, remember and integrate complex concepts and complicated processes involving healthcare Life Safety Code regulations. Ability to visualize architectural designs and to apply architectural concepts.
Ability to apply principles of logical or scientific thinking to define complex problems, collect data, establish facts, and draw valid conclusions.
Ability to direct others yet work in a team environment with all levels of staff.
Ability to work well with a wide range of personalities, backgrounds, and technical levels.
Ability to climb ladders and go through tight spaces, such as attics and mezzanines.
