Job Description:
The Management Analyst V will conduct highly advanced professional organizational and policy analysis and oversight work to assist in implementing the Texas Pharmaceutical Initiative (TPI) in coordination with the Texas Pharmaceutical Initiative Board. The TPI was established by the 88th Legislature to improve access to low-cost pharmaceuticals.

Work involves establishing program goals and objectives; developing program guidelines, procedures, and policies; and setting priorities for achieving program goals; monitoring and evaluating program activities; developing and evaluating budget requests; and coordinating program activities. Provide recommendations to management for improvement in organizational structure and processes.

Additional responsibilities include managing contracts and analyzing agency functions and activities being considered for conversion to contract operations; conducting analyses; preparing comprehensive and technical records and reports to present and interpret data; and participating in special projects. The position will also analyze new or proposed legislation or regulations to determine their effect on program operations and management.

This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment to implement complex program initiatives. Essential Job Functions:
Conduct contract manager functions including developing complex procurements and managing active service contracts in coordination with HHSC Procurement and Contracting Services. (30%)

Develop policies and procedures for implementation of the Texas Pharmaceutical Initiative. (25%)

Coordinate with the TPI board liaison to conduct regular board meetings, including assisting with setting agendas and preparing information to be shared with TPI board members. (25%)

Manage projects, including conducting research and analyses, reviewing data, and developing reports related to the implementation of TPI. (10%)

Review and analyze legislation and prepare budget estimates. (10%) Knowledge Skills Abilities:
Knowledge of: methods of analysis, management, organizational development, and systems; health and human services programs, policies, and procedures; state and health and human services procurement processes; and the Texas legislative process.

Skill in: verbal and written communications; developing and editing written documentation, including policies, procedures, and reports; conducting research and analyzing data; using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and the operation of a computer and applicable software.

Ability to: manage the activities of staff and lead complex projects; plan, assign, and supervise the work of others; work independently with minimal supervision; demonstrate strong leadership and interpersonal skills, working well with all levels of staff and maintaining effective working relationships; accurately interpret and apply state statutes, rules, policies, and procedures; handle multiple assignments/projects with competing deadlines; develop and implement goals and objectives that support program strategies; identify problems, critically evaluate alternatives, and implement effective solutions; communicate and present information effectively, both verbally and in writing; develop and evaluate policies and procedures.
