License & Permit Specialist V

License & Permit Specialist V - Serves as the Lead Specialist and subject matter expert for the Screening and Analysis Unit (SAU). Performs advanced (senior-level) licensing and permitting work. Work involves overseeing the receipt and review of license and permit applications; ensuring compliance with applicable policies, administrative codes, and state statutes. Manages the assignment of licensing application to SAU staff. Performs initial reviews and determination as to whether applicants meet the criteria for licensing or if there is sufficient evidence to support denial/revocation. Provides guidance assistance and staff tutoring. Serves as liaison between management, the regions, other Health and Human Services Commission (HHSC) departments, and licensed providers and agencies. Responds to inquiries and testifies at hearings. Establishes and maintains procedures, and tracking logs of licensing enforcement activities. Trains, leads, and prioritizes the workload of others. May supervise the work of others. Works under limited supervision with moderate latitude for the use of initiative and independent judgment. Performs special projects as assigned. Essential Job Functions:
Oversees the receipt and review of license and permit applications, revisions, and renewals. SAU Enforcement workload, ensures Licensing applications are assigned and completed within the specified due date (50%). Reviews applications for licenses and permits and ensures compliance with administrative codes, state statutes, and agency policies and procedure, evaluates and tracks applications and responses to notices of deficiency (20%).Makes queries into an automated system to retrieve information. Reviews survey reports for compliance with minimum requirements and applicable federal and state laws, regulations, and interpretations. Provides administrative and technical assistance related to license and permit requirements to the general public, agency staff, and government and elected officials. (15%) Communicates on a complex level with others (internally or externally) to provide, exchange, or verify information, answer inquiries, address issues, or resolve problems or complaints. Testifies at hearings or in court proceedings to provide information regarding policy/procedures, history, findings, or activities. (15%) Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. May assign and/or supervise the work of others. Knowledge Skills Abilities:
Current Regulatory experience. Knowledge of nursing, assisted living, adult day care, intermediate care and home and community support services licensure rules and regulations preferred; Knowledge of local, state, and federal laws and practices related to the enforcement program area. Experience with the SALESFORCE, CARES, ASPEN, CLEAR, and other internal databases is preferred; experience with Microsoft Suite; Skill in communicating effectively, verbally and in writing, with all levels of staff, as well as the ability to establish and maintain effective working relationships. Ability to analyze and operational information into policies and procedures as needed and ability to develop, evaluate, and interpret the policies, procedures, standards and legislation with enforcement program requirements. Experience in analyzing reports reviewing deficiencies, violations and case histories. Experience compiling reports and analyzing data. Experience conducting research. Experience gathering statistics, analyzing information and identifying trends.
