Job Description:
Director IV -
The Deputy Associate Commissioner (DAC) for Long Term Care Regulation (LTCR) reports directly to the Associate Commissioner for LTCR.
The DAC over Licensing, Policy, and Training performs highly advanced (senior-level) managerial work directing, coordinating and overseeing the programmatic operations and activities. These areas include Policy and Rules (PAR), Curriculum and Training (CAT) and Licensing and Credentialing (L&C) units. Oversees the creation of strategic and business plans and evaluates short and long-term goals and objectives of these units in accordance with the HHSC mission, vision, and goals. Directs the development, interpretation, and execution of program policy and guidelines relating to the quality management of statewide survey and investigation activities and the development and implementation of rules, curricula, policies, and procedures to support the following areas of the LTCR Department. Serves as program liaison to the HHSC Senior Leadership Team, CMS representative, and other internal and external stakeholders. Participates in workgroups with internal and external stakeholders to ensure successful implementation of assigned program functions. Assists HHSC Senior Leadership in developing and implementing strategies to foster a collaborative environment and professional development within the assigned units. The DAC for this area is the Legislative Liaison and oversees the implementation dashboard for the LTCR department. The DAC may perform bill analysis and may testify during session on behalf of LTCR department.
Essential Job Functions:
Essential Job Functions: Policy and Rules (PAR), Curriculum and Training (CAT) and Licensing and Credentialing (L&C) units of Long-term Care Regulation (LTCR) and serves as a leader within LTCR. 15%

Provides strategic direction to managers and staff and oversees the day to day operations to improve efficiency and ensure the assigned functions are met, including interpretation of laws and regulations to develop policies and rules, identification of training needs and development of curricula to address those needs. 30%

Works closely with the Associate Commissioner and the Senior Leadership Team in developing plans and specific activities to achieve the vision and goals of LTCR as they apply to PAR, CAT, and L&C and the areas those units support. 15%

Represents the division by making presentations, providing information and testimony to the HHSC leadership, legislative committees, state and federal agencies, and other groups and organizations regarding the division’s programs. Participates in workgroups that include internal and external stakeholders to ensure plans efficiently address needs of all subject to the functions of the assigned program areas. 10%

Assists the Senior Leadership Team in coordination and consistency of strategic planning and policy development within the assigned areas of the division and, as applicable, across the Health and Human Services System. 10%

Supervises managers and staff persons including hiring and selection, assigning work, completing performance evaluations, recommending personnel and disciplinary actions, and scheduling and approving leave. 5%

Communicates, as a subject matter expert, directly with internal and external stakeholders regarding high-level and/or critical information related to the assigned areas. 10%

Performs other duties as assigned and required to meet the mission and goals of HHSC. 5%
Knowledge Skills Abilities:
Knowledge of relevant state and federal laws, regulations, policies, rules and requirements involving the regulation of long-term care facilities, agencies, and individuals receiving services from the providers we regulate.
Knowledge of the Texas legislative process.
Knowledge of LTCR policies and processes.
Knowledge of strategic planning, budget management, human resource management and project management.
Knowledge of principles of leadership and how to effectively interact with various leadership styles. Skill in identifying problems, evaluating alternatives and implementing solutions.
