Job Description:
The Management Analyst IV in the Mental Health Programs Planning and Policy (MHPPP) Unit conducts highly advanced professional organizational and policy analysis, working autonomously with extensive latitude for initiative and judgment. Reporting to the MHPPP Director, this role oversees, plans, and directs the organizational analysis of the public mental health system in Texas, ensuring programs and change initiatives achieve their objectives, including performance optimization. They also contribute to change management plans and are pivotal in enhancing the efficiency and effectiveness of public mental health programs across Texas.

Responsibilities include conducting organizational studies and evaluations, analyzing systems and procedures, simplifying workflows, and overseeing the development of operations manuals. The Management Analyst monitors performance trends, collaborates with unit’s program specialists to derive actionable insights, and supports MHPPP program specialists in improving programs through performance optimization strategies. Additionally, they manage the unit’s program specialists focused on performance, accountability, planning, utilization management, and implementing the Texas Resiliency and Recovery framework. This position is instrumental in ensuring that mental health services are innovative, responsive, and aligned with the functions of Local Mental Health Authorities (LMHAs) and Local Behavioral Health Authorities (LBHAs) and the needs of communities across Texas.

Essential Job Functions:
Manages a unit responsible for analyzing the performance of LMHAs and LBHAs:
- Oversees a team that collects and analyzes data related to workload, operational practices, staff utilization, organizational structure, and space utilization of LMHAs and LBHAs.

Utilizes HHSC reporting and data warehouse:
- Leads the unit in leveraging data from the HHSC reporting system and data warehouse to conduct in-depth analyses of LMHA and LBHA operations.

Monitors and reviews LMHA/LBHA effectiveness and efficiency:
- Directs the unit to monitor and assess the effectiveness, efficiency, and adherence to established guidelines within LMHAs and LBHAs.

Provides leadership on LMHA/LBHA improvement and quality assurance initiatives:
- Collaborates with internal and external stakeholders, including LMHAs and LBHAs, to initiate studies, identify priorities, and define the scope of improvement and quality assurance projects.
- Leads the unit in developing improvement recommendations and informs potential corrective actions to standardize or enhance organizational systems within LMHAs and LBHAs.

- Guides the unit in researching historical, current, and projected data from the HHSC system to identify areas for improvement within LMHAs and LBHAs.
- Oversees the unit in analyzing data to determine where procedural or system changes are needed.

Analyzes the impact of legislation and regulations:
- Leads the unit in evaluating the potential impact of new or proposed legislation or policy on the operations and management of LMHAs and LBHAs, and supports other Program areas in MHPPP in understanding the impact of legislation and policy.

Prepares comprehensive technical records and reports to present and interpret data, identifies alternatives, and makes and justifies recommendations.
Knowledge Skills Abilities:
• Knowledge of organizational development and utilization management practices as applied to the analysis, evaluation, development, and implementation of mental health programs, policies, and procedures; methods and procedures analysis techniques; work simplification methods; forms and records design and control procedures; and statistical analysis.

• Skill in data analysis and interpreting mental health policy.

• Ability to analyze or evaluate problems; to develop, recommend, or present alternative solutions; to conduct or coordinate studies; to develop, interpret, or implement policies and procedures; to design programs or training; to prepare concise reports; and to communicate effectively.
