Duties

The selectee will be assigned developmental duties. The duties listed below are at the full performance level.

- Perform a variety of records management duties necessary to support the Records Management Supervisor in meeting organizational goals and objectives.
- Ensure compliance with records policies, procedures, and standards using on-site reviews, sampling and evaluations.
- Conduct extensive research of records spanning the life of projects that may pertain to special or unique requests, involving the United States Government in matters dealing with land, water, policies, and dams, canals, pumping plants and their maintenance.
- Participate in regional records management program reviews.
- Perform on-site evaluations and inventories of historical record collections, analyzes information, develops and implements recommendations and plans addressing problematic areas.
- When operating offices are closes, directs the disposition of records.
- Assist the Records Management Supervisor in developing and delivering internal training to all employees with various levels of responsibilities regarding records management.
- Assist the Records Management Supervisor in developing and implementing the Upper Colorado (UC) Region Continuity of Operations (COO) Coordinators for inclusion in the COO Plans.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.

A. To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in the Federal service having demonstrated experience with three of the following duties : 1. Maintaining records in an established filing system; 2. Assisting others with utilizing software applications/programs to perform electronic file indexing; 3. Prioritizing workload to meet suspense; 4. Experience with data entry; 5. Reviewing documents for accuracy; 6. Providing customer service and resolving issues.

B. You could otherwise qualify on the basis of Education having:
A bachelor's degree with Superior Academic Achievement (SAA) , which is defined as possessing one of the following: Being in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; or having a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.); or election to membership in a national scholastic honor society. B. You could otherwise qualify on the basis of Education having:
Master's or equivalent graduate degree or two years of progressively higher-level graduate education
leading to a master's degree in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

C. You may combine specialized experience and education to meet the minimum qualifications. A combination of specialized experience, as defined in A, and graduate education, as defined in B, that when combined, equal 100% of the total requirement. (Please note: only graduate education in excess of the first year, generally considered 18 semester hours, may be used in this calculation. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

This vacancy announcement allows substituting education for experience at the GS-07 and GS-09 grade levels.
