We are seeking a Provider and Contracts Auditor (Program Analyst 2) to join our Office of Developmental Disabilities Services (ODDS), Operations Administration Unit, part of the Oregon Department of Human Services (ODHS)

What you need to qualify

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program
 

   OR
 

Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

Education in Business or Public Administration, Behavioral or Social Sciences, health or human services, or a similar degree will substitute for experience based on the following:

  • Associate degree in any of the listed areas substitutes for 18 months of experience.

  • Bachelor's degree in any of the listed areas substitutes for three (3) years of experience.

  • Master's degree in any of the listed areas substitutes for four (4) years of experience.

  • Doctorate degree in any of the listed areas substitutes for five (5) years of experience.

  • Intermediate experience reviewing, analyzing, and interpreting data using application such as Excel that result in the production of electronic reports for management and providers.

  • Experience understanding and interpreting state and federal regulations regarding providers and contracts.

  • Experience reviewing and auditing contracts and/or claims.

  • Basic understanding of service equity and why it's significant when working in the social service field.

Your duties at a glance

The Office of Developmental Disabilities Services (ODDS), Operations Administration Unit, administers state and federally funded programs for persons with intellectual and developmental disabilities. Services generally include in home services, residential services, employment services, family support, case management and crisis services.

As a Provider and Contract Auditor (PA2), you will:

  • Monitor and perform audits on a random sample of agency provider claims for compliance

  • Ensure agency providers are appropriately contracted.

  • Monitor ODDS contracts to ensure all contract requirements are met.

  • Ensure ODDS has all required documentation needed for contract audits

  • Monitor claim status

  • Assisting to resolve payment issues.

  • Collect, compile, analyze, and distribute information on approximately $1.5 billion in state-funded community-based services for people with developmental disabilities (DD)

  • Provide technical assistance to providers of DD services and ODDS contract administrator

  • Participate in analyses, development, and improvement of agency’s administrative systems DD services

  • Advise management on suspected fiscal improprieties by providers and contractors and on budgetary implications of contract funding.

Working conditions

The position generally works a standard work week that may involve irregular work hours due to travel. This position may be asked to travel across the state to providers that need a much more thorough audit. This could involve overnight travel.
