Summary

This position is located in the Office of Operations. The incumbent serves as the Associate Director of Operations and as the Performance Improvement Officer (PIO). The Associate Director/PIO is the senior leader, advisor, and expert on matters pertaining to agency-wide strategic planning, performance improvement and international trade issues.

Duties

Provides expertise to the Commission and the Director of Operations in leading Commission efforts to develop strategic plans, set goals, make results transparent, review progress, and make evidence-based decisions. Provides expertise, guidance, and advice to Commissioners and the Chief Operating Officer (COO) (Director of Operations) on policy and strategies for planning performance improvement, and enterprise risk management. Develops options on significant issues and recommends evidence-based actions.

Serves as the principal advisor to the Commission, the COO, and the Executive Management Council (EMC) to identify issues and risks, undertake key management and performance improvement initiatives, and improve outcomes.

Supervises certain staff in the OP front office, including the Program and Performance Analyst/ Trade Remedy Assistance Office (TRAO) and the Management and Program Analyst. As a supervisor, the incumbent leads, manages, and provides guidance to assigned personnel; plans work and administrative matters to be accomplished by direct reports; sets priorities; prepares schedules for work completion; and makes decisions on work problems presented by subordinates. Approves leave of direct reports. Evaluates the training needs of assigned staff and recommends appropriate training. Exercises responsibility to ensure equal employment opportunity for minority groups and women.

Manages and oversees Office of Operations cost centers. Manages and coordinates budget formulation and execution for the Office of Operations and its subordinate offices.
