Summary This position is located at Department of Housing and Urban Development OIG -Office of Evaluation. As a Supervisory Program Analyst (Evaluator), you will supervise evaluators and teams of evaluators to conduct evaluations of Departmental programs. Responsibilities As a Supervisory Program Analyst (Evaluator), you will: Review legislation, reports, policies/procedures, previous reviews by other internal or external reviewing organizations, congressional testimony and reports, and other background information; hold discussions with program personnel to become familiar with program requirements and operations; determine any potential problems; develop required connections to offices, organizations, and program personnel; and identify preliminary scope and course of evaluation assignments. Develop plans tailored to each specific evaluation according to Quality Standards. Supervise the collection of evidence to ensure that it was done so according to Quality Standards. Supervise the analysis of evidence to develop findings and recommendations according to Quality Standards. Meet with top HUD management officials, program personnel, and OIG management to present and explain findings, conclusions, recommendations, and methodologies. Requirements Conditions of Employment The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Planning evaluations or performance audits (hereafter referred to as evaluations) of agency programs or operations; AND Applying analytical techniques to answer evaluation objectives; AND Providing technical guidance and consultation to others on matters related to evaluations; AND Preparing written products detailing the results of evaluations; AND Developing recommendations to promote the economy, efficiency, and effectiveness of agency programs or operations. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
