Summary

This position is in the Federal Highway Administration, Office of the Associate Administrator for Administration, Office of Information Technology and Data Services. The Division Chief for IT Business Operations will be responsible for planning, developing, leading, and directing nationwide IT programs for Federal Highway Administration (FHWA). The incumbent represents FHWA on interactions with the Department, regulatory agencies, and State agencies on IT matters.

Duties

As a Supervisory Management and Program Analyst, you will :

Plan, develop, lead, and direct nationwide information technology (IT) programs and projects to support FHWA-wide program objectives and to accomplish the mission of the FHWA. Plans include estimating cost impact of new programs and providing advice to management officials in the assessment of priorities. Plan, formulate, develop, promote, coordinate, and execute a nationwide program for IT systems analysis and design, application programming, information security, software operations, and support for the FHWA. Manages coordination of support services by DOT IT Applications, including collaboration with the DOT Application Council and similar governing bodies in the Department. Direct systematic long-rang plans for effectively providing IT applications to the FHWA. During the execution phase, the incumbent will monitor expenditure and cost trends and make revisions as appropriate. Budget formulation includes ascertaining the plans and program and staff offices to which support is provided and converting plans to specific products and services based on cost estimates. Serve as FHWA representative on various committees, such as Department Application Council, and advise top management on issues involving assigned program and functions. Establish contact as FHWA representative with the Department, Operating Administrations, and other Federal government officials, as well as AASHTO, manufacturers and industry suppliers.

The ideal candidate for this position will have five or more years of experience with project management, leading medium to large teams including staff, budget, and client relationships. The candidate would also have knowledge of Agile principles and concepts and practices of information technology management. He or she would have prior experience managing IT application portfolio strategy and delivery to customers nationwide and would have experience managing large IT contracts. He or she would possess a solid background in oversight of change management, customer relationship management, and information security.
