Summary
This position is located in the Office of the Assistant Secretary for Administration and Management (OASAM), Business Operations Center (BOC), Office of Personal Property (ORPP). Branch of Personal Property. This position is responsible for the Department's nationwide personal property management and motor vehicle fleet management programs.This position is outside the bargaining unit.
Duties
For GS-0343-14, duties include but are not limited to the following: Serve as DOL's principal point of contact and decision-maker for the personal property programs. Incumbent interfaces with agency's senior level executives on specific requirements. Develop and maintain DOL-wide policies, guidelines, and procedures related to the Personal Property and Fleet Management programs to ensure full accountability and management of all DOL personal property and vehicles nationwide. Serves as technical advisor on the development and expansion of Electric Vehicles (EV) and Electric Vehicle Supply Equipment (EVSE). Review and interpret guidance on the laws, regulations, and directives established concerning personal property and fleet accountability and administration. Manage the Federal Automotive Statistical Tool (FAST) annual data submission. Consolidate, analyze, and submit the department-wide fleet management data related to all FAST reports. Provide oversight of the Agency Fleet Management Information System (DOL AUTOS) ensuring all vehicles are properly documented and tracked. Monitor vehicle utilization through GSA Fleet Management programs Oversee replacement vehicle selections through the GSA Fleet Drive-thru in the Customer Acquisition Module (CAM). Develop policies, directs and controls the reutilization of excess equipment, implements and ensures effective management controls are in place to prevent fraud, waste, abuse, and mismanagement of government resources. Conduct internal process reviews to determine whether existing controls are in compliance with standards and make modifications as changes occur. Gather data, conduct studies, and make recommendations to support DOL's personal property and vehicle fleet management programs. Identify deficiencies in existing resources and programs and develop strategies for the resolution of systemic and individual problems. Assist DOL sub-agency components with the development of the annual budget and expenditures and analyze all financial objectives relating to personal property and fleet programs. Coordinate with components and GSA to monitor vehicle preventative maintenance, repairs, and mileage. Responsible for the review and analysis of the Department's annual Agency Fleet and Property Management Plans. Develop, prepare, and make oral and written presentations to report status, imbalances, and critical deficiencies affecting management in assigned areas and for assigned programs. Plan, prepare, and present written and oral briefs on personal property programs and logistic services, utilization, achievements, and customer satisfaction comments. Review inventory and disposal programs to determine overall effectiveness and compliance with applicable laws, regulations, and policies. Initiate broad program policy and/or procedural modifications and develop guidance to explain resulting changes.-
