Duties

The ideal candidate is detailed-oriented in their work, has extensive experience processing personnel actions in a FPPS environment using the appropriate Nature of Action codes, and has a commitment to provide top quality customer service to agency employees and the public.

As a Program Support Specialist, you will conduct the following duties:
  • Assist staff members and managers in the conduct of their duties and in support of their mission.
  • Serve as primary point of contact for visitors, responding to questions on application status, processing HR forms, retrieving information, and other related activities.
  • Provide technical support for recruitment and placement activities; maintain the automated employee database; processes personnel actions and security documents; and advises employees regarding employee benefits.
  • Provide benefits information and counseling to employees during Enter On Duty (EOD) date, during open seasons, or on an ad hoc basis. Explains basic features of the Federal retirement systems and related programs such as Thrift Savings Plan (TSP), assists employees to process a variety of benefits related documentation.

      Qualifications

      You must meet all the requirements below by the closing date of the announcement and they must be clearly identified in your application, resume, or supporting documents. This includes any general and specialized experience, education, and/or selective placement factors mentioned. These are used to determine if you possess the knowledge, skills, and/or abilities to successfully perform in this position.

      To qualify at the GS-9 level, you must have possessed one year of specialized experience equivalent to the GS-07 grade level obtained in the federal or private sector which is defined as: (1) accomplish routine support tasks within the HR office (2) provide routine information to employees, managers, or to the public, on the processes of an HR office; (3) completes civilian or military forms and applications for actions or benefits; (4) initiates HR actions utilizing (e.g. FPPS/HR Connect/EPIC); (5) request HR records from the records center or requests information on applicants from other Federal agencies; (6) maintains files and/or electronic personnel records (EOPF), position descriptions, training records, vacancy announcement case files, or other HR items; (7) uses a personal computer, terminal, and office software programs to enter data, complete forms, and correct errors and omission in HR documents, files and records as needed; (8) enters data into specialized computer systems to produce HR actions, based on the coding performed to more routine actions found in an HR operating office; and assisting with drafting job vacancy announcements drawing on position descriptions and prior actions for pertinent information and screening applications for minimum qualifications.

      Master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B., or J.D., if related.

      Combination of education and experience that meet the qualification requirements for this position.

      3 years of progressively higher-level graduate education leading to a Ph.D. degree.

      Ph.D. or equivalent doctoral degree.
