Job Overview

Directly responsible for the administration and direction of the university's Utility Plant Operations.

The Utility Plant includes the Central Utility Plant and the East Utility Plant that serve all of UC's buildings and six hospitals.

Essential Functions

  • Develop, implement and administer department goals to achieve strategic objectives.
  • Manage a wide range of projects/tasks associated with utility plant distribution and production equipment.
  • Work closely with other units in the review of design documents, specifications, and plans including code compliance, installation, maintenance, and repairs procedures for electric production, steam production, chilled water production, and thermal energy storage.
  • Develop internal policies, procedures, records, controls.
  • Manage utility plant and campus major equipment maintenance and replacement projects.
  • Develop campus energy usage and utility plant production forecasts.
  • Keep abreast of trends in energy supply and demand.
  • Maintain working knowledge of emerging technology and its impact on department functionality, goals, and objectives.
Implement projects that take advantage of new technology.

  • Assist in the organization and management of administrative functions of the department including budget control, team productivity, quality assurance, purchasing and inventory control.
  • Collaborate efforts with University administrative units (i.
e., Facilities, Campus Planning, Purchasing, General Counsel, etc.) and external business partners.

  • Prepare reports, disseminate/interpret information, provide advice, write proposals, deliver presentations, construct contractual agreements, and ensure that all programs and services comply with university, state and federal regulations.
  • Serve on various university, division and departmental committees and represent the department at various state and national associations; may function for the Director in their absence, as required.
  • Provide direct and/or indirect supervision to exempt and non exempt staff (i.
e., hiring/firing, performance evaluations, disciplinary action, approve time off, etc.).

  • Perform related duties based on departmental need.

Required Education

Bachelor's Degree in Engineering or equivalent

Ten (10) years of relevant work experience and/or other specialized training can be used in lieu of education requirement

Required Experience

  • Six (6) years of experience in utility plant operations and management, including three (3) years of progressively challenging professional experience in a functional leadership role managing a team of diverse professional with varied backgrounds and capabilities, all working toward measurable bottom line results and successes.
  • Experience implementing strategic frameworks, mission, vision, values, and action plans.
  • Experience leading within a complex, interdisciplinary, union environment
Additional Qualifications Considered

  • Professional Engineering license and Certified Energy Manager (CEM)
  • Third Class Stationary Engineer license
