Deputy Assistant Secretary

Serving as an official representative for the Department to the Congress, the Deputy Assistant Secretary (H/RGF) provides leadership, management, and policy direction to a staff of Congressional Advisors, both directly and through subordinate Staff Directors, involved in the development of major aspects of the management of the Department's legislative program.
Additional responsibilities of the position include but are not limited to the following:
Plans and conducts Congressional liaison activities for issues under intense scrutiny; Provides policymakers with authoritative information and analyses, and provides a basis for decisions affecting major current and emerging policy issues and proposals that significantly impact the foreign policy activities and operations of the Administration and facilitate the accomplishment of the Department's primary public diplomacy mission, Generates and applies new strategies and approaches in the evaluation of complex issues and policies.
Advise the H Assistant Secretary and other Departmental Principals on fast-breaking events and developments in the Department's legislative program that directly affect foreign policy and may require guidance as to informational treatment and identifies same strategies and approaches to be employed in keeping the Congress informed on the substantive aspects of the Department's current and proposed policies and programs.
Manages efforts to develop and implement legislative strategies, prepares legislative positions and action plans, and serves as a chief point-of-contact for foreign policy and Department initiatives presented to the Congress on behalf of the Assistant Secretaries and relevant Department leadership.
Maintains liaison on the policy level with all essential elements of the Department and the interagency to obtain appropriate intelligence and background information upon which foreign policies are developed.
