Duties

ABOUT THE POSITION
Serves as the principal advisor to and representative of the Assistant Deputy Secretary for National Security on sensitive medical, public health, and biomedical strategic information matters. The Deputy Director participates with the Assistant Deputy Secretary in the coordination and overall management of Office activities with the Office's workforce of approximately 65 staff.

Works with the White House, National Security Council, Intelligence Community, and other Executive departments and agencies to aggregate and collaboratively apply intelligence and strategic information to programs, projects, and issues of cross-departmental interests.

Supervises Office of National Security Division Chiefs and other staff and is responsible for implementing the strategic direction and mission priorities established by the Assistant Deputy Secretary for National Security. Responsible for overseeing and monitoring business processes within the Office with an emphasis on mission success, customer service, employee development and performance, and security consistent with HHS and the Immediate Office of the Secretary goals and procedures.

The incumbent supports the 24-hour, 7-day per week operational mission of ONS. This requires the incumbent to remain on duty or report for duty during severe weather conditions and other Government dismissal or closure situations to maintain continuity of operations and support, and to be in a standby or recall status in case of a national emergency, mission critical systems outage, or other scenario as deemed appropriate by the Assistant Deputy Secretary. In the event of a crisis or exercise situation, the incumbent must continue to perform assigned duties until relieved by proper authority. The incumbent will be required to take part in readiness exercises or contingencies. This position cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to function effectively. This requires the incumbent be removed from any military recall status. This may also require the incumbent to carry a mobile phone or be directly recalled to duty from a recall roster.

Fosters collaboration within the Office and across the Department and demonstrates a commitment to corporate HHS initiatives. Takes a leadership role in advocating for and advancing the priorities of the Department. Serves as a role model for leadership by encouraging teamwork and a collaborative approach. Timely notifies Agency officials of all significant actions and developments, including but not limited to those related to regulatory matters, legislative matters, budget matters, reports, initiatives, and events and ensures subordinate managers do the same.

Exercises leadership to ensure that all programs under her/his direction reflect the principles of workforce diversity in their management and operation in such areas as recruitment and staffing, employee development, staff assignments, and communications. In addition to demonstrating personal commitment to the objectives of workforce diversity, the executive ensures that subordinate supervisors and managers recognize the importance of their diversity enhancement responsibilities and applies principles that will result in an inclusive and diverse workforce.   • This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM.

    Qualifications

    Open to all groups of qualified individuals in the civil service. Current employees within the Federal civil service. SES reinstatement eligibles and SESCDP graduates may also apply for noncompetitive consideration.

    As a basic requirement for entry into the Senior Executive Service (SES), you must provide evidence of progressively responsible leadership experience that indicates senior-level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQ) and job-specific Mandatory Technical Qualifications (MTQ) listed below. The ECQs assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. Typically, applicants gain this type of experience in positions at or above the equivalent of the GS-15 grade level in the federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. If you fail to meet this basic qualification requirement and all executive and technical qualification factors, you will be excluded from further consideration.

    All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. Your narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and the results of your actions. Do not write "Refer to Resume" to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are rated incomplete and will not receive further consideration.

    Executive Core Qualifications (ECQs):

    The ECQ narrative must not exceed 10 pages typed in 12-point font.

    1. Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

    2. Leading People: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

    3. Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

    4. Business Acumen: The ability to manage human, financial, and information resources strategically.

    5. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    Fundamental Competencies:

    The fundamental competencies are the attributes that serve as the foundation for each of the ECQs: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation.

    Mandatory Technical Qualifications (MTQ's):

    The MTQ narrative must not exceed 2 pages for each MTQ typed in 12-point font.

    1. Intelligence Enterprise Focus - Expectation of deep understanding of how the missions, structures, leaders, and cultures of the various intelligence components interact and connect; synthesize resources, information, and other inputs to effectively integrate and align to address national security priorities. Candidates assessed against this competency must demonstrate knowledge, skill, and/or ability to:
    (a) Understand the roles, missions, capabilities, and organizational and political realities of the intelligence enterprise; apply that understanding to drive joint, interagency, or multi- organizational mission accomplishment.
    (b) Understand how organizations, resources, information, and processes within the IC or interagency/multi-organizational environment interact with and influence one another and apply that understanding to solve complex interagency or multi-organizational problems.

    2. Agency and Mission Integration - Experience serving in a leadership capacity in an interagency environment related to national security. Experience may include temporary or permanent joint duty assignments, multi-agency task force, interagency liaison, and/or a crisis action team.

    Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.

    Probationary Period:

    An individual's initial SES career appointment becomes final only after the individual successfully completes a one year probationary period.

    Standards of Conduct/Financial Disclosure
