Duties

The Deputy Associate Administrator (DAA) for Strategy, Implementation, and Coordination shall assist in developing program strategies for integrating, recruiting and onboarding a staff of highly skilled, multi-disciplinary professionals and support personnel, including the coordination of program teams and projects. As such, the DAA shall share responsibilities with the Associate Administrator to direct staff in the development of policies and strategies to: Establish and execute programs authorized within OICG, including the management of the Digital Equity and Middle Mile Federal assistance program; Lead the performance and data analytics, and grants management for all Federal assistance programs established under the Consolidated Appropriations Act of 2021 and the Infrastructure Investment and Jobs Act of 2022, and any future authorities; Monitor and execute key programmatic milestones and metrics; Recruit, train and develop expert staff; and, Prepare program plans, budget documents, and progress reports on the oversight, monitoring and coordination of OICG programs. To perform this function, the DAA shall:
  • Serves as an advisor to the Associate Administrator, Deputy Assistant Secretaries, and Assistant Secretary on policies and programs related to the strategic direction, execution, and coordination of programs managed by OICG.
  • Acts on behalf of the Associate Administrator, as designated, in all facets of the Associate Administrator's responsibilities and as his/her agent in the oversight and management of OICG programs.
  • Responsible to the Associate Administrator, and through him/her to the Assistant Secretary for the strategic direction, execution, coordination, and management of OICG programs, including the Digital Equity and Middle Mile Programs.
  • Provides leadership and management to execute programs of the scope and magnitude that has an impact of national scope related to Internet connectivity and growth that includes performance and data analytics, and grants management for OICG's Federal assistance programs.
  • Drives the change management required to secure stakeholder buy in for policies and programs to ensure broad participation from organizations critical to the success of the OICG goals.
  • Coordinates and leads the strategic planning and execution of OICG programs, including securing, onboarding, and managing contract and staff resources to meet milestones and organizational metrics.
  • Provides leadership to establish priorities, manage risks, and evaluate team and workstream performance in the planning and establishment of programs.
  • Oversees OICG base operations and administration, including Broadband USA statutory obligations, Federal inter-agency work, as well as human resources, financial management and acquisition, and communications and engagement.
  • Supervises policy and program coordination for OICG programs and for executive level briefing documents for Department officials including the Secretary of Commerce, Deputy Secretary of Commerce and other Administration officials with equities in these programs such as the National Economic Council staff and Office of Management and Budget.
  • Works with the Associate Administrator and the other Deputy Associate Administrator to sustain the success of OICG by addressing succession planning, employee development, career pathways, telework, work-life balance, communications, and other areas as needed to create and sustain high performance and employee satisfaction.

The ECQs were developed to evaluate executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.

Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.       ECQ 3 - RESULTS DRIVEN : This core qualification involves the ability to meet organizational goals and customer expectations.       ECQ 5 - BUILDING COALITIONS : This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.       Professional/Technical Qualifications:
    • Demonstrated expertise in managing complex technical policy issues related to Internet connectivity programs, including program development, implementation, and financial management.
    • Demonstrated expertise in applying telecommunications technology principles, theories, and practices to assess and make informed decisions on investments in communication technology products and projects across various sectors.
    • Demonstrated knowledge of and experience overseeing large technology investments that include a broad range of stakeholders to promote the availability and adoption of broadband services or similar technology enterprise, including involvement in the planning, financing and implementation of the project.
