Duties
  • You will direct and coordinate the Marine Corps Budget and Execution process and form fiscal principles and policies to proscribe procedures and systems which exercise effective control over the financial operations of the Marine Corps.
  • You will lead the executive oversight of Marine Corps budget development and execution processes including database management, fiscal control, justification, and defense of budget submissions.
  • You will coordinate financial management matters at executive levels of the Marine Corps, Department of Navy, Office of the Secretary of Defense, with other Services, defense agencies, national non-profit organizations, and with Congress.
  • You will provide oversight on use of general ledger accounting and other financial feeder systems, formulating strategies and actions related to internal controls, data configuration, corrective action and improvement of pay and timekeeping systems.
  • You will direct oversight of the conduct and outcome of financial statement audits, including executive level engagements with other Agencies/Services, and development of strategies to remediate material weaknesses/strengthen internal controls.
  • You will lead the Marine Corps internal control administration process by chairing the Senior Assessment Team, ensuring effective management and oversight of the Marine Corps Internal Control Program.

    • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
    • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
    • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
    • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR
    • This position is considered Key. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
    • This is a Financial Management Level 03 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction

      Qualifications

      QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the competencies described in the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications will eliminate you from consideration.

      EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the Executive Core Qualifications (ECQs).They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. (Each must be addressed separately in your Supplemental Narrative Statement. The ECQs must not exceed 10 pages.)

      4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
      5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

      MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)

      1. An in-depth understanding of the organization, structure, and functioning of the Department of Defense, Component Commands, and the roles, functions, and missions of all military services.

      2. Ability to lead a large, diverse (e.g. military, civilian and contractors), geographically dispersed staff of financial and non-financial professionals.

      3. Knowledge of the Planning, Programming, Budgeting and Execution and Assessment (PPBE/A) process; resource allocation; finance policies, practices and procedures; federal financial systems and processes; numerous DoD appropriations and revolving funds; DoD financial statement audits.

      4. Ability to make objective written and oral presentations on behalf of senior leaders.
