Duties

DUTY 1:
Serves as the ACC/A6 technical authority and senior communications-computer systems technical advisor on the integration of Air, Space, and Cyberspace operations. Researches, develops, and advocates technical components concerning Air and Cyberspace missions and assists ACC and the CAF to maintain information superiority by ensuring communications-computer systems used by warfighters are integrated, interoperable and protected. Advocates ACC vision, promotes improvements in work processes, AF strategies, issues, and concerns. Builds technical roadmaps and provides creative, imaginative solutions to meet customer needs and expectations. Conceives, initiates, and monitors areas dealing with the more challenging problems. Maintains knowledge of current and future initiatives in the cyberspace field. Provides authoritative technical leadership, advice and assistance on very complex, controversial or precedent setting matters.

DUTY 2:
Serves as a technical expert on Air and Cyberspace systems that are extremely complex with significant national or international scope and impact. Provides communications technical advice to the Director of Operations (ACC/A3) and the Director of Requirements (ACC/A5/8/9) on the integration of Airborne Networking, Air Operations Center communications platforms, Unmanned Aerial Systems platforms and other relevant systems. Plans, organizes, and directs studies to develop long-range (e.g., 5+ years) forecasts and advises top level agency officials and functional managers on applying new developments and advances in communications-computer techniques in the specialty areas. Makes decisions and develops policies in very difficult assignments such as planning for significantly new, controversial or far-reaching cyberspace communications computer systems. Directs and/or executes long-range goals, objectives, plans and requirements.

DUTY 3:
Represents the Director at meetings, conferences, and senior level forums as an expert consultant and advisor on Air/Cyberspace integration and communications technology issues/matters. Establishes, develops, and maintains effective working relationships with Air Staff and MAJCOM Directors, Deputies, division and branch chief, Centers, Laboratories, Wing and Group Commanders, Command Sections, General officers, and senior civilians across the AF, SAPs, other governmental agencies, and high-level representatives of private industry. Advises on ACC needs for key technology research to advance future AF and MDOC capabilities by acting as Directorate lead to the MAJCOM Science and Technology Boards and Council. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise. Leads or participates as a technical expert in interagency groups for resolving problems in existing communications-computer systems and programs requiring innovative solutions.

DUTY 4:
Develops strategies to institutionalize service-oriented architectures and infrastructure across ACC, Air/Cyberspace operations, and the CAF to maximize mission effectiveness and minimize required investments. Develops and maintains effective, visionary architectures. Ensures Net-Centric warfare advantage of information/decision superiority extends the Joint warfighter at the tactical edge and is integrated into other operation centers. Supports cross-cutting Systems Engineering and information assurance issues that enable Joint Net-Centric Cyber Operations. Evaluates DOD, federal government, and commercial architectures, best practices, and technology trends for Air Force application. Serves as an advisor on utilization of communications-computer systems technology, integration and interoperability. Assists cross functional experts in developing operational and systems architectures. Serves as liaison between ACC/A6 and chief architects across the CAP, Air Force and DOD.

DUTY 5:
Analyzes and coordinates with investment managers, system program managers, and compliance subject matter experts to ensure systems and investments meet mission needs and comply with applicable laws, regulations and policies. Serves as lead analyst for all critical MDOC mission and business applications for potential improvements based on integrating and consolidating capabilities. Manages the Command's IT investment fund by evaluating and selecting initiatives with the highest return on investment and/or operational impact. Sets policy and implements the Command strategy for significantly improved MDOC cyberspace integration and IT performance. Uses this strategy and leading-edge technology and tools to bring forth a secure and responsive AF integrated technical infrastructure, coupled with lower IT infrastructure costs; to simplify and standardize application delivery, execution, and support.

  • Career Broadening positions are managed by AFPC/DPCZ and are centrally funded.

  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Requires short and extended periods of TDY within and outside of the continental United States. Requires travel by any or all modes of military and/or commercial transportation.
  • Disclosure of Political Appointments
  • An advanced degree in related technical information technology is highly desirable (e. g. Computer Science, Engineering, Math, and Operational Research).
  • Completion of grade-appropriate Professional Military Education is highly desired.
  • Employee is required to file DD Form 1555, Confidential Statement of Employment and Financial Department of Defense Personnel. Employee may be required to be an Officer of Government Ethics (OGE) 450, Confidential Financial Disclosure Report.
  • This position performs information assurance/cybersecurity work. Per DoD M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.

    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

    SPECIALIZED EXPERIENCE: Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Mastery knowledge of AOC cyber operations, IT infrastructure, development, management and operation of enterprise applications, system integration, IT acquisition, hardware and software development, maintenance, and sustainment sufficient to organize the research of, development of, and adoption of technical standards and solutions that promote the insertion of new technologies in an effective manner across the Command and Air Force enterprise.
  • Expert knowledge of current and new AOC and IT systems architectures, integration and interoperability, design operations and configuration, facilities, practices and methodology, across the Government.
  • Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
  • Knowledge of, and skill in applying, acquisition program management guidance and processes sufficient to assist the senior staff in discharging Clinger-Cohen Act duties, in particular validating the technological viability of IT investments in the MDOC.
  • Knowledge of program management, DoD financial planning and POM processes to identify and defend requirements, integrate activities, and lead teams throughout the command and in inter-agency environments.
  • Knowledge of life cycle process for systems and trends in present and emerging areas of information technology systems and processes and ability to develop innovative solutions internally by leveraging AF and DoD capabilities and through productive partnerships with industry and academia.
  • Ability to develop command IT policy, plans, requirements, and procedures to ensure IT infrastructure supports the current and future needs of the command and the AF.
  • Knowledge of ACC IT needs and existing "state of the industry" practices in providing comprehensive Information Security.
  • Knowledge of AOC, MDOC and IT Cyber surety requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews.
  • Knowledge of full range of AOC, MDOC and IT security principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology) and methods for evaluating risk and vulnerability, implementing mitigation improvement, and disseminating IT security tools and procedures.
  • Ability to integrate functions and activities relative to responsibilities of the Chief Information Officer, Chief Data Officer and the Chief Information Security Officer with other core functions and activities of the Directorate.
  • Skill and ability to speak and write effectively, to address highly complex technical and controversial issues (frequently in terms understandable to non-technical personnel), prepare and give briefings, chair meetings, lead task forces, and prepare reports and statements for senior military (General Officer/SES), government, and private sector management officials. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
