Duties

DUTY 1:
Performs career broadening assignments, to apply Air Force military, and/or operations expertise, develops, interprets, and implements policies and procedures to provide planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for major Air Force missions and operational plans. Applies expert analysis to inform senior Air Force leaders on resourcing decisions that drive activities in requirements, science and technology, and acquisition to develop the future force. Programs relate to one or more of the following tactical or strategic areas: Space Situational Awareness & Command and Control; Space Protection; Space Intelligence, Surveillance & Reconnaissance; MILSATCOM; Space Position, Navigation & Timing; Space Testing, Training, Tactics & Exercises; Space Launch, Ranges & AF Satellite Control Network Operations; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Integration; Cyber Warfare. Proposes resourcing plans to integrate and synchronize capability development strategies and programming activities to address known capability gaps and capitalize on emerging performance opportunities in concert with foundational and emerging functional and operational concepts. Develops strategies for Air Force input to the Program Decision Memorandum (PDM), Future Years Defense Plan (FYDP), the Defense Planning and Resources Board (DPRB), Budget Estimate Submissions (BES), etc., for major operational plans.

DUTY 2:
Develops new methods for testing and evaluating the effectiveness and integration of Air Force strategies, functional and operational concepts, capability development activities, as well as planning, programming, and budget actions/processes in support of major Air Force missions and operational plans. Analyzes the effect of high-level, strategic and operational decisions (e.g., Secretary of Defense and the Joint Chiefs of Staff), on the impact to future operational and functional concepts, capability development strategies and requirements, acquisitions, and the overall Planning, Programming, Budgeting, and Execution System (PPBES) processes. Expert analysis supports and develops changes in areas where necessary and prepares justification and compelling rationale to support desired change. Defends recommendations to higher levels of management as well as Air Force and other senior leaders as necessary. Establishes on-going evaluation mechanisms for evaluating the effectiveness of the requirements, acquisition, and PPBES processes as they relate to major mission and operational plans support. Performs risk/benefit, dollar cost/economic analysis in support of decision making on significant issues.

DUTY 3:
Prepares and presents high-level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Prepares reports, responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment. Represents the organization on working groups, steering groups, or other meetings, conferences, seminars, etc. May chair such groups or meetings when the meeting is in the incumbent's area of assignment. Hosts action officer meetings with Office of the Secretary of Defense (OSD) staff, Joint Staff, COCOM, MAJCOM, and Interagency representatives as necessary to discuss/resolve integration and synchronization concerns over Air Force strategies, functional and operational concepts, capability development activities, PPBES concepts and other issues of common interest.

DUTY 4:
In a career broadening capacity, represents organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with Office of the Secretary of Defense (OSD) staff, COCOMS, MAJCOMS, Joint Staff, Air Staff and other USG interagency officials. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency.

  • PCS cost will be paid IAW Career Broadening Policy under this agreement.
  • Career Broadening positions are managed by AFPC/DPCZ and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • May be required to travel by military and/or civilian aircraft in the performance of official duties.
  • Extended work hours may be required as workload demands.

    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Positions.

    SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the Joint Capabilities Integration and Development System (JCIDS), Defense Acquisition System (DAS), and the Department of Defense Planning, Programming, Budgeting, and Execution System (PPBES) and policy, procedures, and schedules for developing Program Objective Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.
  • Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
  • Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which JCIDS, Acquisition, and the PPBES processes support them.
  • Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as Space Situational Awareness & Command and Control; Space Protection; Space Intelligence, Surveillance & Reconnaissance; Missile Warning/Defense; MILSATCOM; Space Position, Navigation & Timing; Space Testing, Training, Tactics & Exercises; Space Launch, Ranges & AF Satellite Control Network Operations; Cyber Integration; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Warfare rescue, and associated mission and flight operations, tactical space lift, deployment, mobilization, exercise, flying training systems both manned and unmanned, rescue, foreign military sales, Planning, Programming, Budgeting, and Execution System (PPBES), acquisition, special operations, or similar operations.
  • Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
  • Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations.

    PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months.
