ABOUT THE POSITION


The Chief Data Officer (CDO) provides executive HHS leadership in the development, implementation, and execution of the Departmental data strategy to leverage the power of data.

The CDO applies innovative enterprise data management and data governance solutions to address challenges of operational and mission effectiveness.

The CDO establishes the strategic direction for building the Department's data management program and optimizing how the enterprise uses data both internally and externally.

Determines goals and objective that need additional emphasis.

The incumbent provides the Department with vision for business-wide data activities and champions for data ownership, standardization, accessibility, and governance.

The CDO plays a leading strategic role and defines and oversees how the Department captures, maintains, and applies data and information to support key business processes and goals.

This position requires a breadth of experience in areas such as policy formulation and implementation, IT, records managements, and change and program management.


The CDO provides leadership, overall direction, and expert guidance to officials at all levels in HHS in the transition to a data driven culture; formulates Department-wide policy; establishes targeted goals and objectives towards achieving this transition; and develops Department-wide plans and strategies to achieve these goals and objectives.

Provides direction, advice, and counsel on the planning, direction, and execution of all organizational data operations.

The incumbent provides Executive level, strategic, expert, and authoritative advice, consultation, and executive leadership in the following areas:

Leadership:


Provides vision and leadership for developing, implementing, and modernizing the data strategy and infrastructure of the organization, supporting open data and data visualization platforms, and maintaining the data warehouses and tools needed for the organization.

Leads the organization along the journey toward data-driven government while keeping an open mind and being able to adapt to changing opportunities.

Assumes statutory and regulatory accountability to represent the agency with Congress on key oversight activities.

Serves as the Senior Executive point of contact for Federal interagency meetings related to data management and record management.

Bridges the gap between other agencies and the OMB regarding best practices on how to use agency data for statistical purposes.

Determines the best strategic approach or solution for resolving resource shortages and recommends for long-range staffing and training needs.


Policy and Strategic Planning:


Engages in strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, architecture and infrastructure planning and management, auditing, and record management.

Participates in formal and informal management planning, policy and decision-making sessions regarding legislative changes, technological improvements, and changes in Federal and non-Federal policies and standards.


Lifecycle Data Management Across the Agency:
Promotes the use of industry leading trends and new data management technologies.
Conducts a wide range of data management and activities that extend and apply to all of HHS.
Oversees the planning development, implementation, and administration of systems for the acquisition, storage, and retrieval of data.
Aligns agency data with pre-specified data best practices.
