Duties

The incumbent leads a select staff of professional budget analysts. Major duties include, but are not limited to:
  • Provides advice and decision support on domestic, international, and interagency matters with financial implications.
  • Reviews and analyzes exceptionally complex and critical DoD programs and applies comprehensive knowledge of budget policy and procedures of the Department so that individual programs are evaluated relative to overall Defense funding constraints to optimize the use of Defense and national resources.
  • Evaluates DoD funding requirements based on strategic military plans and U.S. foreign policy objectives and applies judgment on the availability of DoD force levels, equipment, consumables, security, and other assistance to or from partner nations.
  • Formulates and recommends short- and long-range budgetary plans to address contingency-related, disaster assistance-related, and security cooperation-related requirements and build partnership capacity priorities, considering State Department and interagency authorities and budgets in support of national goals.
  • Formulates, by fiscal year, specific policies and basic assumptions directly applicable to the compilation and presentation of budgetary requirements for all phases and portions of assigned responsibilities.
  • Reviews and, as appropriate, raises Comptroller issues during the Program and Budget Review, particularly for DoD programs that support contingency operations, disaster assistance, international security cooperation, partner nation participation in support of U.S. military operations, mil-to-mil engagements and civ-mil plans, and other programs related to building partner capacity.
  • Supports the review and evaluation of budget estimates, including estimates for supplemental bills and budget amendments. Develops supplemental bills and budget amendments when necessary.
  • Leads the preparation of written recommendations for presentation to the Under Secretary of Defense (Comptroller), and other leadership as required.
  • Maintains direct contact with top officials of the Military Departments, budget officers at the operating levels, Office of the Under Secretary of Defense (Policy) and Joint Staff officials, resource managers in other Federal agencies, as well as staff from the Office of Management and Budget (OMB) and National Security Council (NSC) to ensure constant familiarity with programs related to national security.

    • You must be a U.S. citizen to qualify for this position.
    • All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.
    • You must submit to a drug test and receive a negative drug test before you can be appointed into this position. Designated and/or Random Drug Testing required.
    • In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI).
    • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
    • You will serve a one-year probationary period unless you have previously completed the probationary period in the SES.
    • This position is subject to the Financial Management Certification. Incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law and DoD Policy, the incumbent shall comply with the requirements of the DoD FM Certification program within the allotted timeframe.

      ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

      MANDATORY TECHNICAL QUALIFICATIONS: Applicants do not need to address each technical qualification separately.

      1. Demonstrated knowledge and experience in the technical and financial evaluation of programs, including budget formulation of annual and supplemental budget submissions and budget execution of appropriated funds.

      2. Demonstrated skill in applying comprehensive knowledge of budget policy and procedures while reviewing and analyzing complex and variable military and defense-wide programs, including humanitarian, disaster, international, and contingency programs, and demonstrated experience in representing and defending the programmatic and budgetary interests of an organization with programs having nationwide or international scope or impact to the Office of Management and Budget, relevant congressional/legislative committees, and appropriate stakeholders.

      3. Demonstrated ability to analyze and understand complex financial management issues, recommend practical solutions, and communicate effectively on major programs' technical and financial performance, both orally and in writing.

      DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be embedded within the resume.
