Duties

DUTIES AND RESPONSIBILITIES: The IHSC Compliance Program Analyst has the responsibility of monitoring compliance of all required elements within IHSC policy and accreditation to include the administration of the internal review, quality, and productivity initiatives for the organization. Assists the lead Program Analyst with analytical functions of the IHSC internal monitoring (i.e., Quality Review Program) for compliance. Assists in defining and initiating compliance projects to ensure the ultimate success and acceptance of the program. Provides input to the Senior Compliance Program Administrator on policies and procedures that will impact the operations of the unit and the measurement of workload. Works with Senior Compliance Program Administrator to identify issues related to compliance and develop strategic and long-range planning efforts. Collaborates with internal and external stakeholders to ensure compliance with the IHSC internal monitoring (i.e., Quality Review Program) for compliance; assists in monitoring of corrective action plan/SAPs. Develops and conducts effective compliance training and education. Provides logistical support and serves as liaison to IHSC sites to assist with information flow and management of assignments. Monitors incidents, sentinel events and potential litigation situations, providing documentation of corrective actions accordingly. With guidance, performs program diagnostics to include research, data analysis, and resolving complex issues. Assists with efforts to enhance the organization and processes affecting the healthcare system, e.g., (quality improvement, risk management, patient safety, utilization review, and credentialing and privileging). Participates on process design teams; initiates and executes special projects; ensures all requirements of compliance and accreditation are met. Manages incoming actions and requests from initial receipt to completion. Monitors completed actions for accuracy against policy and procedure and ensures action is closed out appropriately. Conducts analytical studies on operational processes and serves as contact for leading these projects. Works effectively with senior management and others in implementing and evaluating policies, plans and internal operational systems. Designs or assists with data reporting and decision support tools to enhance the efficiency and efficacy of administrative and assessing clinical processes and patient care delivery. Develops and uses national tools and knowledge products, including surveys, databases, reports, database applications, and tracking & monitoring systems. Validates data and ensures the accuracy of information delivered. Ability to travel based on position requirements but no more than 35%. Other duties as assigned.

    Qualifications

    PHYSICAL DEMANDS:
  • Requires physical exertion such as lifting objects greater than 30 pounds.
  • Required to perform CPR/emergency care standing or kneeling.
  • Must have the ability to assist sick, injured or aging detainees or staff exiting the building (may require lifting, dragging, wheeling, or carrying someone who weighs significantly more than self)
  • The work may necessitate some physical characteristics that will be required when responding to an emergency, such as running short distance, prolonged standing and working in an austere environment.
  • Must perform the duties of job in a stressful and often austere environment without physical limitations.
  • Must be able to travel (up to 35%).

    Education

    REQUIRED KNOWLEDGE SKILLS AND ABILITIES:
  • Qualifying degree for the officer's category and an advanced degree (e.g., MPH) from an accredited institution plus a minimum of (2) two years of professional experience relevant to the officer's category. Of the total professional experience, officer must possess at least two years of experience related to management, administration, evaluation of public health programs; survey/audit experience, experience using electronic health records, and quality improvement or related areas of expertise, such as health care risk management and/or compliance.
  • If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation (s) of their licensing or certifying body to maintain status. The agency may require the incumbent to perform clinical activities within the scope of clinical licensure in times of critical needs within the agency. If in a clinical discipline and as directed and approved by his/her supervisors, the incumbent may perform clinical duties by their profession in Federal health care facilities. Such direction is documented via a memorandum of assignment and OPF, as necessary.
  • Incumbent must possess the following program management skills: project management skills, scheduling and effective task management, conflict resolution and problem solving, written and verbal communication skills.
  • General knowledge of ICE and IHSC, program policies and guidelines, operating procedures, and various departmental initiatives.
  • Ability to analyze situations, data and information and be able to develop and pose probing questions.
  • Moderate degree of independence, initiative, and follow-through with attention to detail.
  • Proficiency skill in all Microsoft Office Products to include Word, Excel, PowerPoint, and SharePoint.
  • Flexibility in applying skills and knowledge in a detention health service setting
  • Flexibility and adaptability to sudden changes in schedules and work requirements.
  • Strong project management skills and abilities.
  • Proficiency with electronic health records and ability to quickly develop competency with IHSC's electronic health record.
  • Highly effective teaching skills to ensure goal directed outcomes.
  • Experience in data collection and analysis, program review, research techniques and program evaluation.
  • Maintains current CPR/BLS certification.
  • Maintains basic readiness status.

    Additional information

    The incumbent will report directly to the Senior Compliance Program Administrator, MQMU.

    IHSC has a multi-sector, multidisciplinary workforce of more than 1700 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. The IHSC provides on-site direct patient care to ICE non-citizens at 20 detention facilities throughout the country and manages the provision of off-site medical care for non-citizens housed in approximately 148 non-IHSC-staffed detention facilities. The ICE detainee population is approximately 33,724 detainees (daily), with an average length of stay of approximately 30 days. The IHSC also provides medical support during ICE enforcement operations in the air, on the ground and at sea.

    As an IHSC Compliance Program Analyst, the incumbent will provide support in the implementation of the ongoing IHSC internal monitoring of compliance activities and assist in other compliance projects across the Agency.

    SUPERVISORY CONTROLS:
    The IHSC Compliance Program Analyst works under the supervision of the Senior Compliance Program Administrator in MQMU. The incumbent plans and organizes his/her own work, determines the sequence of assignments, selects, and develops methods, and seeks assistance from experts as needed. Assignments are usually long-term, recurring, or broadly defined. Work is reviewed for feasibility, compatibility with other work, and effectiveness in meeting requirements or expected results.
