Federal Reserve Financial Services (FRFS) delivers a suite of payments services to financial institutions via FedLine Solutions, Fedwire , National Settlement Service (NSS), FedCash , FedACH (Automated Clearing House), Check Services, and the FedNow Service. In 2020, we undertook a strategic effort to transform FRFS from a product and support office framework to a national, enterprise-focused organization. The enterprise structure integrated the prior retail, wholesale, cash, and customer relations product and support offices into a new organization, which was further joined by the FedNow team in early 2024. Our North Star strategy, with the new structure, is to offer a fully integrated product suite that provides speed, resilience, and choice in meeting the payments needs of financial institutions across the United States. Through our evolved structure, we will meet the needs of the marketplace for new products and services more quickly, seek to provide a more robust and unified customer experience across our financial service offerings, and create new career growth opportunities for FRFS staff.

As a Federal Reserve System National Business Line, it is standard practice to post FRFS positions in all twelve Districts to provide transparency and equitable opportunities for all FRS employees to apply. Internal candidate(s) selected for this position will remain employed by their current employing District and serve as an employee of FRFS. The selected candidate's new job title and associated pay range will be determined by the employing District and will continue to be subject to the employing District's people policies and practices (i.e., remote/hybrid work posture, etc.).

Job Summary
Leads application development and delivery for FRFS's portfolio of payment systems (Fedwire, Check, and ACH). Owns the accountability for the 'how' of building solutions in line with business capability requirements. Responsible for converging and maturing application delivery and level 3 support practices.
Role Description
  • Manages a unit, department, function, or Group that includes multiple teams led by other people leaders
  • Owns the execution of medium to long-term (2
    years) strategy and operational direction
  • Faces complex problems that require extensive investigation and analysis
  • Requires ability to influence at all levels across the Bank
  • Strategic (50% to 70%) - big picture perspective, more time spent on the what vs. the how, Tactical (30% to 40%) - focused on the plans to achieve goals and objectives - the how, Transactional (0% to 10%) - carries out defined steps or processes

Responsibilities:
  • Fully responsibility & accountable to ensure that product owners business requirements and strategies are implemented within confines of technology, budget, and compliance.
  • Lead, motivate, guide, and converge multiple development squads, fostering a culture of collaboration, innovation, and continuous improvement.
  • Assume ownership of the end-to-end program delivery process, establishing clear project objectives and success criteria.
  • Forge strong partnerships with cross-functional technology teams, fostering open communication and effective collaboration.
  • Collaborate closely with product owners to understand product requirements, priorities, and goals. Align the team's efforts with business needs and ensure seamless communication throughout the project lifecycle.
  • Take responsibility for budget planning, allocation, and monitoring. Implement cost-effective strategies and resource allocation to optimize project delivery within budget constraints.
  • Identify potential risks and challenges that may impact project success.
  • Develop comprehensive risk mitigation plans and proactively address issues to ensure a smooth project execution.
  • Ensure the chosen methodology aligns with project goals and objectives.
  • Removes roadblocks and progresses work needed to support the business.
  • Address complex problems through investigation, analysis and solutioning.
Experience
  • Extensive relevant experience managing Business Technology in the Financial Services payments space.
  • Strong knowledge of application development, technology infrastructure and operations, data architecture or information security.
  • Track record of successful leadership to drive results with people, project and strategic initiatives.
  • Strong collaboration skills, a focus on positive intent and an interest in ensuring strong relationships with an ability to partner effectively with others in the pursuit of common goals.
  • Emotional intelligence, including the ability to build trust in a variety of relationships through candor, reliability and authenticity as well as the capacity to embrace and draw from diversity and inclusion to improve the quality of outcomes.
  • Intellectually curious and nimble, with the demonstrated ability to learn, synthesize and apply a range of information and experience quickly in new situations and settings
Location: The following Reserve Bank locations are preferred due to the concentration of FRFS team members in these locations: New York, Chicago, Minneapolis, Kansas City, Dallas, and San Francisco.
