This is a full-time opportunity to support and lead governmentwide occupational studies developing skills-based policy.

Your primary role will be to conduct occupational studies, develop skills-based policy and guidance for occupations and job families under the General Schedule and Federal Wage System.

In this role you will have an opportunity to improve and modernize classification, qualifications, and assessment policy by developing skills-based policy for current and emerging work.

The selectee will report to the CAP Manager.

DUTIES:


Participate or lead research projects to develop integrated skills-based policy from data gathering and needs assessments through development of the final standard(s) and policy using various methods (e.g., human centered design techniques for focus groups, conducting surveys) for all General Schedule and Wage Grade occupations.

Draft and/or interpret Federal policies, guidance on employee assessment/selection, and advise agencies on implementing effective assessment strategies and policies created.

Conduct research of considerable scope and complexity addressing problems in human resource management, applied industrial/organizational or social psychology.
Through research, conduct job analyses, evaluations, examinations, or other fact-finding studies.

Collaborate with others to accomplish research objectives and other work-related activities, discussing results, problems, plans, suggestions, terms, or conditions.

Lead or participate on a team conducting occupational studies using innovative and creative approaches to update and develop policy for current work and/or new emerging work governmentwide to solve complex human capital issues governmentwide.

Develop technical reports and briefings based on literature reviews and other fact-finding activities.
Conduct internal and external stakeholder engagement activities and provide briefings on occupational study findings.

DESIRED SKILLS AND EXPERIENCE:


Professional knowledge of applied industrial/organizational psychology, human resources management, and/or social psychology principles, concepts, research, standards, and practice to apply scientific methods and techniques to analyze organizational behavior and professional development.

Knowledge of statistical analysis and procedures to perform studies and prepare competency models and reports, documentation, and visualizations to communicate recommendations and conclusions clearly.

Knowledge of qualitative and quantitative techniques and statistical software (e.g., SPSS, R, Python, SAS), to develop, adapt, modify, and apply models to solve problems.

Understanding of occupational trends that can affect the Federal workforce.
Ability to analyze problems to identify significant factors and fundamental relationships, gather pertinent data, and recognize solutions.
Experience in managing work independently with strong analytical skills
Strong interpersonal and collaboration skills with the ability to interface with stakeholders
Ability to plan work to be accomplished and adjust priorities to meet deadlines
