The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Air Force Base is searching for a Chief of Space, Launch & Range Safety Division (NH , GS 12/13 equivalent).


Description:


This position manages headquarter policies for space mishap investigations, setting goals for mishap reduction and safe culture, managing implementation of annual goals, engaging with Delta's space lift missions proactively for inserting safety as needed and in keeping Director/Chief of Safety and Commanders informed of any space or launch safety concerns in such insertions.

The incumbent would serve as Chief of Space, Launch & Range Safety Programs for Space Systems Command (SSC).

Oversees design, implementation, and management of programs to include Space, Launch & Range Safety, Risk Management (RM), and mishap prevention.

This position is the number three senior position in the Safety Directorate.

The incumbent provides US Space Force Field Command (FC)-level safety & risk management functional management.

The office is responsible for the organizing, training, & equipping of personnel who organize and execute the nation's premier military space lift missions.

Responsible for supporting HQ safety staff and its Space Launch Delta safety staff in supporting fielding space capabilities including development, test, operate, and sustainment.

Assists the Commanding General, Chief/Director of Safety, and his team of military, civilian, & contractors who are responsible for executing Command-wide mishap prevention management including safety of launch sites, test ranges, on-orbit assets, systems safety of space assets in acquisition, training of personnel involved and monitoring their training needs.

This positions also provides oversight by safety program evaluations as defined in the Air Force Instructions.

Data driven report preparation skills which leads to accurate Mishap Reports and Summary of Actions on Hazard Mitigation, and Investigation Recommendations Implementation Reports.

Provides higher headquarters-related analytical, and managerial support to Chief/Director of Safety in a variety of additional duties related to establishing and operating an US Space Force Field Command-Level Safety Office.


The ideal candidate will have a background in military or commercial space, launch & range safety program management to include test safety, on-orbit safety, pad safety, satellite & rocket integration safety, and in the preparation and management of related budget, space safety education and training requirements management, Air Force Safety Automation System (AFSAS) administrator level knowledge, experienced in performing safety trends analysis & lessons learned, and safety investigation support at the Wing Equivalent level and higher headquarters staff experience.

Safety field certifications and educations will be considered as a plus and in lieu of direct and hands on government safety program experience.


Key Skills and Abilities:

  • Knowledge of established space, launch & range safety and Operational Risk Management principles, practices procedures, laws, regulations, and current legislative issues as they relate to management of Field Command (FLDCM) level aviation safety programs.
  • Knowledge of the requirements, methods, and techniques of accident response. mishap investigation. Formal reporting, and monitoring of mishap recommendations pertaining to tactical launch, ranges, and orbital safety of satellites, rockets, and ground assets; and knowledge of organizational and functional responsibilities and operations of the employing organization to identify problems and develop innovative solutions.
  • Skill to plan, organize work, establish objectives or performance goals, assess progress, and meet deadlines to develop, implement, and coordinate a complete FLDCOM Safety program.
  • Ability to research, analyze. interpret and apply rules, regulations, and procedures and use computer software programs to review and analyze data. communicate with, worldwide subordinate organizations and present information to senior officers clearly and succinctly.
  • Ability to establish and maintain relationships with key individuals/groups outside immediate work unit. lo work cooperatively as a member of a team, and to gain cooperation form others through tact, courtesy, diplomacy and consensus.
  • Ability to communicate effectively, both orally and in writing and deal with, widely diverse individuals and groups in gaining support for program goals and working out solutions to problems.
  • Ability to supervise civilian and military personnel with diverse technical abilities.
