Position Overview:

The California State Association of Counties is in search of an exceptional leader to oversee the Public Works Division. This role operates under the strategic guidance of the Board of Supervisors and daily management by the Chief of Development Services and/or the Chief Administrative Officer. The Director will be accountable for the comprehensive operations and activities of the Public Works Division.

Key Responsibilities:

  • Provide visionary leadership and administrative direction to the various sectors within Public Works.
  • Act as the County Engineer and Road Commissioner, which necessitates a PE License.
  • Manage a department comprising three key divisions: Capital Improvement Projects, Maintenance and Operations, and Administration.
  • Oversee an expenditure budget of $203 million and a workforce of 138 full-time equivalents.

Qualifications:

Applicants must possess a Bachelor's degree and a minimum of 7 years of progressively responsible professional engineering experience, which includes the design, construction, and maintenance of public works initiatives, or equivalent experience in a diverse public works environment. A minimum of 3 years in a management or administrative capacity is required. Registration as a Professional Engineer (civil) in California is preferred. It is important to note that this position serves as the mandated Road Commissioner, which requires a PE license unless another staff member or authorized consultant is assigned this duty.
