Job Summary:

This position is responsible for assigned activities within an engineering or scientific discipline in the Nuclear, Security, and Environmental (NS&E) global business unit on a project or program. Applies broad and diversified knowledge of engineering principles and practices to project engineering. Makes decisions independently concerning problems within the discipline on the project. Represents the discipline on the project and with the client to resolve technical questions and as required to coordinate work. The position receives technical and administrative supervision from a Chief Engineer or group/department manager with assignments given in terms of broad general objectives and limits. May receive technical guidance from a Principal Engineer/Principal Scientist. Would also provide technical oversight and direction to environmental subcontractors.

Primary responsibilities, as the technical specialist for the NS&E global business unit, include responsibility for customer, community, functional and government interfaces in relation to sustainability and National Environmental Policy Act (NEPA) analyses. Provide specialist advice to global project management teams and business development teams for management of sustainability, climate change related issues including carbon assessments, community relations and engagement, local content, social impact management and workforce integration. Assists in the development of National NEPA documentation, site selection studies, environmental permitting inputs, and nuclear safety analyses, for assigned projects. Additional responsibilities assisting in the integration of specialized environmental requirements into the planning, permitting, design, and construction of Bechtel projects. Has responsibility for interpreting specialized requirements, evaluating and applying specialized scientific principles, and formulating scopes of work, plans, and methodologies suitable for achieving the desired objectives. Provides technical assistance to other Environmental Scientists/Engineers. #LI-MJ1

Major Responsibilities:

  • Preparation/lead Technical Specialist for environmental engineering calculations (e.g., atmospheric dispersion modeling, control room habitability, chemical and other hazards analyses) for nuclear power plant license applications.
  • Technical knowledge of scientific systems and calculations, application of scientific methods and materials, and application of scientific computer programs, including software commercial grade dedication, verification and validation processes.
  • Identifies and defines problems; plans and conducts research aimed at their solution. Conducts or leads special studies on new technologies, methods, and materials.
  • Carries out special or unique studies requiring unconventional or novel approaches or research techniques.
  • Conducts research, presents papers, and keeps abreast of technological developments in a specialty, keeping engineering management informed of important new advances.
  • Serves as consultant to project and specialty engineering/scientific groups, providing advice and counsel on assignments having special and unique features.
  • Supports preparation of and reviews discipline estimates, discipline work plans, budgets and schedules.
  • Participates in and fosters a work environment based upon openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
  • Maintains relationships with internal Bechtel organizations (e.g., Engineering, Construction, and Subcontracts), customer, and contractor/subcontractor representatives to coordinate technical/scientific issues and implementation of environmental functional responsibilities into project proposals, designs, construction plans, and subcontractor bid packages.
  • Maintains contact, as appropriate, with government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards.
  • Maintains contact with other environmental personnel to keep them informed of changing requirements and to provide technical assistance as needed.
  • Maintains contact with customers to exchange information on environmental issues, technical information, and new technologies.

Education and Experience Requirements:

  • Bachelor of Science degree in an engineering field with 10-13 years of experience in engineering (environmental, chemical, civil, or mechanical), or physical sciences (e.g., chemistry, geology, meteorology) from an accredited college or university, or in lieu of a formal degree 14-17 years of environmental related experience.
  • Must be a U.S. citizen or permanent resident/green card holder

Required Knowledge, Skills, and Abilities:

  • Specialized/advanced knowledge in a field of environmental/chemical engineering (e.g., atmospheric dispersion modeling, nuclear safety hazards analyses, meteorology).
  • Knowledge of engineering/scientific systems, calculations, applications and relevant computer applications.
  • Knowledge of NRC and industry regulations pertaining to external hazards analyses.
  • Knowledge of construction planning, estimating, procedures, and execution.
