Duties

The Associate Chief Counsel (Finance & Management) (F&M) supports the administrative, financial, and managerial programs of the Office of Chief Counsel, and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. F&M also has field responsibility for all administrative functions and personnel across the country.

The Human Resources Specialist (HR Development) is responsible for planning, developing, administering, supporting, and evaluating Counsel-wide legal, technical, and specialty training programs. This position is located in the Training and Communications Division, Associate Chief Counsel (F&M).

The Training and Communications Division performs two vital functions for the Office: the design and delivery of high quality training, and the facilitation of essential communication. Each of these functions serves our mission to enhance employee efficiency, effectiveness, and engagement.

As a Human Resources Specialist (Development), you will: Lead the planning, management, and delivery of nationwide classroom or virtual training programs of up to 5-7 days in length. Work collaboratively with an instructor cadre in the planning and delivery of training programs at training locations nationwide to include scheduling meetings and establishing a timeline for deliverables. Travel to training locations to lead the delivery of a training program on-site. This includes setting up classrooms, including managing a/v equipment, securing hotel group room blocks and working with hotel sales managers, and providing support to both students and instructors throughout the duration of the course to ensure a successful program delivery. Ensure the availability of training materials to all participants, which includes managing a SharePoint Online program page. Conduct program evaluation surveys and develop evaluation reports to assess the effectiveness of each training program conducted. Tracking and recording participant program attendance in a Learning Management System (LMS). Effectively manage multiple training programs, training-related work, and other ad hoc tasks. Work with both internal and external clients and vendors to deliver training programs. Manage training program budget, including tracking participants' travel expenses and procuring program supplies, ensuring cost-effectiveness. Use technology and other audio/visual services equipment to deliver training programs. This is not an all-inclusive list.

To qualify for this position of Human Resources Specialist (HR Development) you must meet the qualification requirements listed below by the closing of this announcement:

For GS-09:

Specialized Experience: Your resume must detail at least one year of specialized experience which includes: 1)Supporting operational and administrative aspects of adult training and educational delivery; 2) Providing support with planning, coordinating, facilitating and evaluating complex simulation educational programs; 3) Proficiency with training facility set-up, including audiovisual components; and 4) Updating and adapting courses and activities to meet client needs and working with others to improve processes.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education Substitution: You may substitute education for specialized experience as follows: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, which demonstrates the knowledge, skills and abilities necessary to do the work of the position.

Combination of Education and Experience: You may qualify by a combination of experience and education: Options for qualifying based on a combination are identified in the online questions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
