BACKGROUND

Purpose of Activity/Assignment:


The consultant will support the Committee on the Rights of Persons with Disabilities to finalize draft General Comment No 9 on "Understanding the obligations of State parties in situations of risk affecting persons with disabilities".


Scope of Work:
Under the overall supervision of the Committee's Working Group on the draft General Comment, the Committee's Secretariat, and UNICEF, the consultant will be responsible for the performing of the following assignments:

  • To conduct an analysis of all the information submitted in writing and orally during the Day of General discussion on article 11 by different stakeholders and identify key issues, drivers of exclusions of persons with disabilities in situations of risk, as well as trends at international, regional, and national levels to address challenges experienced by persons with disabilities affected by situations of risk.
  • To prepare draft chapter No2 of the General Comment No9 considering all information available, including research publications and papers.
  • To consult regularly with the Working Group on the draft General Comment and with the Committee's Secretariat on the content and progress made in the drafting process.
  • To support the organization of a thematic expert online or in-presence consultation through the drafting process.

Terms of Reference /
Key Deliverables:


  • Revised checklist on the issues related to the intersectionality between disability rights and relevant areas of law, including international human rights law, environmental, refugee law, etc.
  • By July 10
  • Draft prepared and submitted to the Committee's secretariat. – By August 1
  • Revised draft is prepared and submitted to the Committee's Secretariat. – By August 31

Qualifications

Education:

  • Advanced degree in law, social science, human rights, or other related fields.

Experience:

  • A minimum of five (5) years of progressively professional experience related to international humanitarian law, human rights law, and disability rights law.
  • Experience engaging with national and local organizations, especially with organizations of persons with disabilities, in humanitarian action is a strong asset.

Competencies/Knowledge:

  • Understanding of and commitment to the rights of persons with disabilities is a requirement.
  • Strong organization and writing skills are essential.
  • Knowledge of humanitarian action systems and processes, particularly those related to preparedness, is an asset.
  • Fluency in English (written and spoken) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant's household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants.

Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.


The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.

Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.

It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
