New York, New York, United States International Rescue Committee Full time

The International Rescue Committee (IRC) is dedicated to addressing the most severe humanitarian emergencies, working to restore health, safety, education, economic stability, and empowerment to individuals affected by conflict and disaster.

Established in 1933 at the urging of Albert Einstein, the IRC stands as one of the largest international humanitarian non-governmental organizations (INGO), operating in over 50 countries and more than 25 cities across the United States, assisting individuals in surviving, regaining control over their futures, and fortifying their communities. As a catalyst for humanitarian efforts, IRC staff create lasting change by reinstating safety, dignity, and hope for millions.

If you are a proactive, passionate advocate for change, we invite you to join us in making a significant difference in the lives of countless individuals globally.

Project Overview The Humanitarian Action division of the Emergency and Humanitarian Action Unit (EHAU) is executing a project aimed at enhancing and reinforcing humanitarian leadership within the IRC, supported by the Swedish International Development Agency (Sida). The initial phase of the project established a definition of humanitarian leadership through a comprehensive literature review and field-oriented action learning groups involving country directors, field coordinators, and other humanitarian leaders across various IRC functions and teams. The subsequent phase will focus on disseminating this definition of humanitarian leadership through multiple channels to bolster its application. These channels may encompass learning and development initiatives, peer-to-peer exchanges, mentoring and coaching, training, and practical actions in selected country programs. Ultimately, we will assess the project's success and outline a strategy to maintain high-performing humanitarian leadership within the IRC.

Role Summary The Project Lead for Humanitarian Leadership will oversee the development, coordination, and execution of project outputs and activities, ensuring a robust framework is established to deliver and evaluate project effectiveness in learning and practice. This role will collaborate closely with the Director of Humanitarian Action (project owner) and the Senior Director of Learning and Development to identify and engage stakeholders, including support and program delivery teams, to integrate the humanitarian leadership concept into learning programs and pathways, implement and test it in operational contexts, produce all necessary content and materials, and facilitate knowledge and learning activities. Additionally, the role will ensure all business and administrative aspects of the project, such as grant management and donor relations, are executed efficiently and punctually.

Key Responsibilities The primary responsibilities and deliverables, subject to refinement, include:
  • Lead the delivery and implementation of the Humanitarian Leadership Project.
  • Assess IRC's current approach to humanitarian leadership capacity and practice against Year 1 findings to identify integration and development pathways.
  • Develop a delivery framework for implementing pathways to humanitarian leadership at IRC, including practical actions in selected country programs.
  • Execute and implement the pathways, ensuring the production of all relevant learning and instructional materials, facilitating knowledge and learning activities (involving both internal and external contributors), and collaborating with program teams to test and enhance.
  • Establish an effective measurement and feedback framework, evaluate project activities, and propose strategies for integration into regular operations or further development.
  • Manage all aspects of the grant effectively and coordinate relevant communications with the donor.
  • Oversee and coordinate all stakeholder engagement, consultant contributions, and communications related to the project.

Key Working Relationships:
  • Reports to: Director of Humanitarian Action with a Management in Partnership line into the Senior Director of Learning and Development.

Supervision: Internal/external contributors as assigned.

Key Internal Stakeholders: IRC's Learning & Development team, Humanitarian Access advisors, Humanitarian Principles Advisor, Crisis Analysis team, EHAU P&C team, IRC Country Directors, ERT Country Directors, IRC Regional Leadership, CRRD Leadership.

Required Competencies
  • Demonstrated knowledge of adult learning and development methodologies.
  • Exceptional project management and stakeholder engagement skills across diverse functions, teams, and operational environments.
  • Strong cultural sensitivity and understanding of how to navigate and present ideas within a global organization with varying contextual needs and multiple stakeholders.
  • Ability to develop user guidance and learning products and materials and facilitate peer-to-peer learning.
  • Solid understanding of coaching, mentoring, and other peer-to-peer approaches.
  • Capacity to integrate ideas and concepts into various workstreams and business products.
  • Excellent technical and professional writing and communication skills.
  • Adept at engaging and utilizing subject matter experts and external consultants as necessary.
  • Knowledge and experience of IRC's people & culture, learning and development, and program delivery structures and approaches.
  • Ability to work independently and collaboratively with multicultural and multidisciplinary teams across different time zones.
  • Fluency in English is required; knowledge of French, Arabic, or Spanish is preferred.
