Duties

The branch supports the development of voluntary mitigation strategies for system-wide hazards and the monitoring of system-wide mitigations adopted through these voluntary processes. Our mission is to make air travel safer through investigation, data collection, risk analysis and information sharing.

The Operational Safety Analyst performs multiple, varying, and complex assignments under minimal direction of a manager, within the Integrated Safety Teams Branch, AVP-420, in the Integrated Safety Outreach and Support Division. Performs major activities supporting the implementation of key agency safety data sharing initiatives to advance aviation safety in the National Airspace System (NAS).

Applies experience and comprehensive knowledge of investigative analysis techniques, as well as an understanding of new technologies and methodologies, to solve complex safety problems and develop improved technical processes or systems. As a principal technical specialist investigates and analyzes multiple data sources to identify safety compliance issues and to support enforcement actions. Identifies and evaluates safety trends and presenting findings that can enhance government and industry capabilities to conduct aviation safety analysis and monitoring.

Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Has direct responsibility for project/program management. Leads the organization and execution of key investigative analysis and safety performance assessment activities of government and industry collaborative safety teams comprised of FAA personnel, representatives of domestic and international airlines, manufacturers, employee groups, air traffic organizations, and others key stakeholders of the aviation community. Leads activities associated with the analysis of safety data using investigative/ trending techniques to identify emerging and changing risks, development of mitigation strategies, and monitoring the effectiveness of implemented actions. Provides guidance to lower-level staff on how to solve difficult technical issues. Considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems.

Contact are internal and external. Often represent as a senior technical point of contact for projects, programs, and activities for communicating results and information to senior FAA management, the aviation and aerospace industries, and other external parties. Presents briefings to communicate safety policies to broad audiences of aviation safety professionals and supports and participates in national and international forums convened to strengthen and advance aviation safety. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution.

Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally.

    To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

    Specialized experience includes: Experience conducting safety analysis for identifying compliance issues for rotorcraft operations.
