Duties

The incumbent serves as the Deputy Inspector General/Counsel to the IG. Serves as principal advisor to the Inspector General, attending internal and external meetings on behalf of the IG, as directed, and helps to lead the day to day operations of the office, supervising other FCC OIG staff, as assigned.

As Deputy IG, the incumbent plays an integral role in the strategic direction, management and administration of the OIG. Provides advice on a broad range of legal matters involving OIG's mission and operations as well as the actual and proposed programs, functions, and activities of the Federal Communications Commission OIG. The incumbent serves as a key liaison for the FCC OIG, actively engaging in outreach and training with our stakeholders. The incumbent reviews audit and investigative matters both to determine legal sufficiency and to ensure factual support, accuracy, sound logic, and conclusions. Specifically, the incumbent stays current and involved in ongoing investigations, audits, evaluations, and other reviews. Leads strategic initiatives and IG priorities, collaborates with OIG senior leadership, establishing objectives, implementing plans, and setting goals for OIG. Ensures the integration of all OIG functions and operations to meet our "One OIG" vision. Maintains up-to-date knowledge of management principles, theories and practices necessary to achieve organizational effectiveness.

As Counsel to the IG, the incumbent provides legal advice on questions of law and administrative policy, to include access and independence as mandated by the IG Act. Ensures the office complies with new statutory and regulatory provisions, and stays current with recent case law, community practices and legal trends. Serves as the FCC OIG's Whistleblower Protection Coordinator and carries out all responsibilities, to include outreach and education, as set forth by the Whistleblower Protection Act, Whistleblower Protection Enhancement Act, and all subsequent related legislation. Provides leadership support, as directed by the IG, in complex, critical and sensitive investigation and audit matters, and assists in drafting and presenting OIG testimony before Congressional committees.

    Qualifications

    Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

    Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

    In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements AND the Specialized Experience.

    A. Education

    You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

    AND

    B. Specialized Experience

    Applicants must have a minimum of four years of professional law experience, one year of which must demonstrate specialized experience which is equivalent to the GS-14 in the Federal service. For this position, specialized experience includes the following:

    1. Experience demonstrating expert knowledge of and experience interpreting, and advising on IG Act authorities, as well as statutes, regulations, and policies associated with Offices of Inspector General to include government ethics, appropriations, administrative remedies such as suspension and debarment, employment law, privacy, and the Freedom of Information Act (FOIA).
    2. Experience interpreting and applying expert knowledge of the Federal False Claims Act, 31 United States Code § 3729 and alleged violations of Title 18, United States Code.
    3. Experience demonstrating expert knowledge of and experience conducting investigations, audits, evaluations, and/or other reviews related to oversight of Federal Benefits Programs or Public Assistance Programs, to include Federal emergency relief programs.
    4. Experience or training with enforcement and/or outreach related to the Whistleblower Protection Act, Whistleblower Protection Enhancement Act, and all related legislation, to include handling related investigations or serving as or with an OIG's Whistleblower Protection Coordinator.
    5. Experience drafting or reviewing audit, evaluation, inspection reports, and/or agile work products, as well as mandatory reports such as the Top Management Challenges Report and the Semiannual Report to Congress.
    6. Experience with external communications to include: making written and oral presentations to agency senior leadership and other government officials; developing testimony and providing briefings to congressional staff; and/or working on media relations and social media campaigns.
