This position is located in Environmental Protection Agency (EPA), Office of Inspector General (OIG), Office of Audit (OA) in Washington, D.C. The incumbent serves as the Deputy Assistant Inspector General for Office of Audit (DAIGA) reports directly to the Assistant Inspector General for Audit (AIGA) and acts for this official in his/her absence with full authority over the Office of Audit.
The DAIGA serves as a key partner and close advisor to the AIGA on all audit matters and activities required by the IG Act. In this capacity, the DAIGA will:
- Lead and coordinate a portfolio of audits and other projects, to include mission support activities, as assigned by the AIGA.
- Provide executive leadership over Office of Audit supervisors and staff to accomplish the OIG mission and IG Act by determining the proper direction for Office of Audit projects and establishing and tracking the economy, efficiency, and effectiveness of audit and evaluation operations and outcomes, to include the quality and timeliness of audit products.
- Develop and motivate staff to perform and contribute high-quality and timely work products and deliverables by setting clear expectations, providing feedback, and facilitating opportunities for learning and development through formal and informal training and work assignment opportunities.
- Help build, manage, and lead a workforce based on organizational and strategic goals, budget considerations, and staffing needs. Ensure that staff is appropriately and fairly recruited, selected, trained, and appraised. Help ensure that staff performance and conduct issues are promptly addressed, coordinating with other OIG offices and staff as necessary.
- Promote adequate operation of and implement needed improvements to Office of Audit information systems, performance measures for audits and evaluations, various administrative operations, and overseeing the development of Office of Audit portion of the OIG Semiannual Report.
Requirements

Appointment to this position is subject to EPA OIG approval.
This is a Public Trust Position. Employment in this position requires a background investigation. If you are selected and cannot obtain a favorable security determination within a reasonable period of time due to disclosed or undisclosed background issues, the tentative employment offer may be withdrawn.
A public financial disclosure statement is required upon appointment into the SES. This statement will be used to avoid conflicting situations in employment through advice and counseling. You will need to provide the information annually.
One year probationary period may be required for initial SES appointment.
The selectee will be required to complete a "Declaration of Federal Employment", (OF-306), prior to appointment and the appropriate background investigation forms to determine suitability for Federal employment. False statements or responses on these forms can jeopardize your employment opportunity and subject you to disciplinary action, including removal from Federal service.

Proof of non-competitive eligibility is required. The agency has the option of considering you noncompetitively or including you in the competitive process. You are considered a non-competitive applicant if you are a current career Senior Executive, Qualifications Review Board (QRB) certified graduate of a Senior Executive (SES) Candidate Development Program (CDP) or an individual with SES reinstatement eligibility. You may be considered non-competitively for appointment to this position if you meet the mandatory technical qualifications requirements.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In addition, all applicants must submit a separate written narrative response to each of the following MTQs. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. You must submit your narrative response to each of the MTQs below (not to exceed 2 pages per MTQ) with your application through USAJobs. Failure to address each of the MTQs below will result in your application being disqualified.
MTQ 1 - Demonstrated ability to effectively contribute to the leadership and direction of a comprehensive Federal audit, inspection, and evaluation program for a large organization. This include activities such as (1) establishing an oversight vision and strategy; (2) identifying organizational priorities for short, intermediate, and long-range planning; (3) determining related resource needs and making effective resource allocations, and (4) evaluating organizational performance.
MTQ 2 - Demonstrated ability to oversee and coordinate the activities of numerous project teams simultaneously to ensure the development of high-quality work products that are in conformance with professional standards; developed timely; contribute to organizational goals; and are responsive to the needs of stakeholders.
MTQ 3 - Demonstrated ability to communicate effectively, both orally and in writing, with high level officials; and to work constructively with individuals with different viewpoints, goals, or objectives to enhance the effectiveness of an oversight program for a large organization.

This position does not have a mandatory education requirement.
