Duties

This is a senior position within the CFTC OIG, constructing and leading OIG's Office of Evaluations and reporting to the IG. The incumbent provides sophisticated and expert-level advice to the IG and OIG leadership on Evaluations. In accordance with all evaluation requirements applicable to the CFTC OIG, the incumbent participates and supervises in all stages of evaluations related to agency programs, policies, and procedures. Evaluations may be routine or complex.

The incumbent serves as the Assistant IG for Evaluations and supports the OIG on a full range of evaluation, management and administrative issues, such as report strategies and activities, policy, budget, human capital, training, travel, inventory, acquisitions, management information systems, and compliance.

The incumbent is to provide leadership and coordination and recommend policies for activities designed to:
(1) promote economy, efficiency, and effectiveness in the administration of CFTC evaluation programs and
operations; and
(2) detect and prevent waste, fraud, and abuse in CFTC programs and operations. Shares full responsibility and authority to prevent and detect fraud, waste, and abuse of CFTC finances and other resources; to report to the IG, Commissioners and Congress instances of such occurrences;
and to take appropriate steps to address the problems and recommend actions to improve the systems in the identification and correction of problems caused by fraud, waste, and abuse.

The incumbent strategically plans, manages, and conducts independent evaluations which involve high priority matters central to the Commission's strategic objectives. The incumbent will supervise and manage evaluators in all aspects of OIG inspections and evaluations.

The AIGE ensures that evaluations are planned, conducted, completed, and reported in accordance with applicable laws, regulations, standards, and policies and priorities of the Inspector General; ensures compliance with professional standards including Quality Standards for Inspections and Evaluations issued by the Council of Inspectors General for Integrity and Efficiency, IG directives, policies and procedures, and CFTC requirements.

    CT-15 Level: To qualify for the CT-15 level you must have at least 1 year of specialized experience equivalent to the next lower grade (GS/CT-14 level). Specialized experience is defined that through which one has gained experience:

    Specialized experience for this position is defined as: experience leading inspections and evaluations constructing and leading evaluations, providing advice to the leadership on Evaluations, coordinating briefings to leadership, and experience negotiating.
