This position is located in the Office of General Counsel (OGC). OGC provides legal opinions, advice, and services with respect to all departmental programs and activities.

OGC has primary responsibility for the development of HUD program regulations and assists in the development of HUD programs and policies.


The incumbent oversees legal services performed by attorneys in the areas of eDiscovery, knowledge and document management, IT, procurement and administrative law functions.

He/she coordinates the effective operation of legal services, ensuring that issues and cases involving HUD receive high-level attention and that the Agency's interests are adequately protected.


Major Duties and Responsibilities:


The incumbent represents the General Counsel, Principal Deputy General Counsel and Deputy General Counsel for Operations in meetings with principal HUD staff, members of Congress and their representatives, other Federal and outside officials, as well as high-level state and local officials.

In doing so, he/she speaks authoritatively for the General Counsel, Principal Deputy General Counsel and Deputy General Counsel for Operations on matters under their responsibility and jurisdiction.


On his/her own initiative, or at the request of the General Counsel, Principal Deputy General Counsel or the Deputy General Counsel for Operations, the incumbent carries out a variety of assignments designed to improve overall operations and services for OGC.

The incumbent is responsible for, and advises OGC leadership on budget planning and formulation, financial management, staffing and recruitment, employee and labor relations, training, and staff development, contracting and procurement, administrative law, and the development, maintenance, and support of information technology support systems, within OGC.


The incumbent oversees legal services performed by attorneys in the Field Management and IT Division, Procurement Law Division and Administrative Law Division within OGC.

He/she coordinates the effective operation of legal services, ensuring that issues and cases involving HUD receive high-level attention and that the Agency's interests are adequately protected.

The incumbent assists in developing and establishing OGC goals and objectives.

He/she provides professional direction and management over subordinate Assistant General Counsels under his/her supervision and the Office of Operations staff.

He/she oversees the hiring, placement, promotion, training, and development of OGC staff; provides policy guidance on attorney personnel matters; and plans the resources and budget for OGC.

The incumbent ensures that personnel management within OGC is accomplished without regard to race, color, religion, sex, age, handicap, or national origin.

The incumbent serves as the rating official for Assistant General Counsels under his/her supervision and the Office of Operations managers and other personnel, as may be delegated and assigned by the General Counsel.
