Introduction

The Maryland Insurance Administration (MIA) is an independent\r
State agency that regulates Maryland's $46 billion insurance industry and\r
protects consumers by monitoring and enforcing insurers' and insurance\r
professionals' compliance with State law. �Through the diligence of a highly professional\r
staff of market analysts, financial analysts, accountants, lawyers, law\r
enforcement officers, actuaries, complaint investigators, and others, the MIA\r
works to facilitate a strong and competitive insurance marketplace where\r
consumers are well informed and treated fairly. �Staff members are subject matter experts who\r
serve as a resource for lawmakers, consumers, and other public and private\r
entities.��\r
\r
The MIA is charged with a broad range of responsibilities including the\r
licensure of insurance carriers and insurance producers (brokers/agents)\r
operating in Maryland, the conduct of financial examinations of companies to\r
monitor financial solvency, and the review and approval of rates and contract\r
forms. �The MIA investigates reports of\r
consumer fraud and consumer complaints about life, health, automobile,\r
homeowners, and/or property insurance. �Insurance carriers are subject to market\r
conduct examinations and other actions to monitor compliance with Maryland law.\r
The MIA also has a unit dedicated to\r
consumer education and outreach, which participates in hundreds of events and\r
reaches thousands of individual consumers annually.�\r

Main Purpose of Job

The Maryland Insurance Administration's\r
Property and Casualty (P&C) Division is recruiting for an Executive\r
Director of P&C Operations.\r
\r
\r
\r
The P&C Division protects Maryland\r
consumers by enforcing the provisions of the Insurance Article that regulate\r
the activities of property and casualty insurers. The P&C Consumer\r
Complaint Unit investigates violations alleged in the context of individual\r
transactions or policies, including administrative complaints submitted by\r
consumers.� The P&C Rates and Forms\r
Unit reviews policies, policy rated forms, and policy rates for compliance with\r
the Insurance Article.\r
\r
\r
The Executive Director is responsible for maintaining and\r
implementing detailed operational work flows for Unit activities, maintaining\r
KPIs and operational requirements, assuring that new laws, regulations and\r
court decisions are implemented. This\r
position ensures that work is performed in conformity with substantive and\r
temporal standards, provide training, assisting with recruitment and otherwise\r
working to assure that quality of timeliness of the Division's work is at an\r
operational level.\r

This position will also provide input to the Associate\r
Commissioner of P&C and other MIA Senior Staff on policy issues and\r
initiatives, including assisting in the development and drafting of\r
regulations, bulletins, comments/memos on pending legislation, preparing\r
legislative testimony or informational letters, and consumer educational\r
materials as requested.\r

Under the direction of the Associate Commissioner, this\r
position will manage the day-to-day operational oversight of the P&C\r
Division, including the supervision of the Unit Chiefs and Directors.\r
\r

MINIMUM QUALIFICATIONS

\r
\r
Education:� Possession of a Bachelor's Degree from an\r
accredited four-year college or university.\r
\r
\r
\r
Experience:� Eight (8) years of Property &\r
Casualty insurance regulatory or insurance compliance experience; and three\r
years of supervisory or management experience.\r
\r
\r
\r
\r
\r

DESIRED OR PREFERRED QUALIFICATIONS

Thorough knowledge of Maryland's Insurance Laws.\r
\r
