Facilities & Services (F&S) at the University of Illinois at Urbana-Champaign is accepting applications for a Coordinator, Special Programs. The Coordinator, Special Programs, under the administrative direction of the Associate Director, Operations, Maintenance & Alterations, assist with the management of the Facilities & Services Building Maintenance department occupational safety and health programs and provide professional-level services related to those programs.

MAJOR DUTIES AND RESPONSIBILITIES:

Program Management

1. Understand, interpret, and implement federal, state, and local regulations regarding the protection of faculty, staff, students and visitors (OSHA, IL OSHA, IDPH, C-U PHD, USEPA, IEPA, NFPA, ASH RAE)
2. Plan, organize, develop and implement Occupational Safety and Health program elements.
3. Formulate recommendations for the continual evaluations of Occupational Safety and Health policies, programs, and procedures.
4. Perform hazard assessments for maintenance work in research laboratories, academic laboratories, farms, industrial shops, construction sites, warehouses, dwellings, offices, and other campus locations for physical, chemical, ergonomic, psychological, and biological hazards to promote compliance with local, state, and federal regulations, and campus policies, programs, and procedures.
5. Report hazard assessment findings including risk and options for corrective actions to Building Maintenance as well as identify issues to researchers, instructors, farm managers, shop managers, construction managers, facilities and operations managers, unit safety contacts, department heads, deans, and campus officers.
6. Provide ongoing support during corrective actions phase including re-evaluations, industrial hygiene monitoring, selection of appropriate control measures, liaison with appropriate vendors for product research, engineering design consultation and review, standard operating procedure development assistance and review, training, and other programmatic activities as necessary.
7. Assist with the assessment and prioritization of Health and Safety program needs for the Building Maintenance Department.
8. Assist with the development of goals, vision and strategic plans for Health and Safety for the Building Maintenance Department.
9. Serve as the program lead and competent person for Fall Protection for the Building Maintenance department.
10. Evaluate, develop and provide Health and Safety Training for Building Maintenance overall and for each shop individually.
11. Provide training and write Job Hazard Assessments for Building Maintenance overall and for each shop individually.
12. Review and investigate all injury occurrences providing a written report for each occurrence.
13. Follow up with Building Maintenance Supervision for all accidents, near misses and Workers Comp cases.

Campus Support

14. Support the Mission, Vision, Values and Guiding Principles of Facilities & Services.
15. Perform other duties as assigned by the Associate Director, Operations, Maintenance & Alterations.
16. Pursue professional development activities to expand knowledge, maintain technical expertise and keep abreast of relevant Scientific and professional developments in occupational safety and health. Predict project risks and take the appropriate mitigating measures before they occur.

QUALIFICATIONS:

Required Education:

Bachelor's degree from an accredited institution in occupational health and safety, environmental engineering, environmental health, safety engineering, industrial hygiene, or a closely related field.

Preferred Education:

Master's degree from an accredited institution in occupational health and safety, environmental engineering, environmental health, safety engineering, industrial hygiene, or a closely related field.

Required Work Experience:

Three years' experience providing occupational safety and health in construction, manufacturing, wood or metal fabrication, agriculture, public works, or higher education. A Master's degree from an accredited institution in occupational health and safety, environmental engineering, environmental health, safety engineering, industrial hygiene, or a closely related field can substitute for one year of experience.

Preferred Work Experience:

1. Experience with the breadth of OSHA General and Construction Industry standards with expertise in two or more standards.
2. Experience reading, interpreting, and communicating OSHA regulations.
3. Experience in the development of written OSHA compliant programs and coordinating implementation of the program throughout large complex organizations with diverse operations including research operations, manufacturing, construction, warehousing, and emergency response.
4. Experience evaluating design documents and existing structures for fall hazards and recommending proper fall prevention and protection equipment.
5. Experience in training development, delivery, and evaluation.
6. Experience in powered industrial truck operator evaluation.
7. Experience in incident investigations.
8. Experience performing hazard assessments and recommending corrective action including selection of personal protective Equipment.
9. Experience in industrial hygiene surveys and data interpretation for selection of proper controls including local exhaust ventilation and respiratory protection.
10. Experience in qualitative and quantitative respirator fit testing.
11. Experience and flexibility with limited resources, changing priorities and compliance awareness of a diverse workforce changing priorities and compliance awareness of a diverse workforce.

Preferred Training, Licenses, or Certifications:

1. CSP, CIH, or other nationally recognized certification.
2. Authorized OSHA Outreach Trainer for General and Construction Industry.
3. Accredited Asbestos Contractor Supervisor.

Knowledge, Skills, and Abilities:

1. OSHA Competent Person for Excavations, Confined Spaces, and Fall Protection.
2. Ability to work and communicate with a diverse workforce.

Environmental Demands:

1. May work in extreme weather conditions.
2. May be exposed to potential danger from moving parts and equipment.
3. May be exposed to heavy dust, loud noise, chemical fumes, welding torches, and other general conditions found within the construction trades.
4. May work around radiation and/or biohazardous chemical with proper training.
5. May have to use respiratory protection, and protective clothing and proper EPP equipment as needed.
6. May have to climb ladders, access tunnels, work around/in confined space and hazards.

Physical Demands:

1. Generally administrative work, but requiring extensive walking for job site reviews and staff communications.
2. Must be able to climb ladders, access job sites via access doors and roof hatches, on occasion may be required to access work site via scaffolding or personnel lift equipment to inspect and determine work necessary for building exterior safety associated with roof access and elevated repairs.
3. Stress levels associated with the position are elevated at times due to workload and demand for immediate action concerning maintenance functions.
