ICITAP Senior Corrections Advisor

Amentum is supporting the U.S. Department of Justice (DOJ) in providing specialized training, advisory and mentoring services to host nations under the Criminal Division's International Criminal Investigative Training and Assistance Program (ICITAP).

ICITAP is a cornerstone of America's global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries. Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum is currently seeking between 1-2 qualified candidate(s) to serve as a Senior Corrections Advisor (SCA) in Indonesia. The position will be based in Jakarta, Indonesia primarily working with the Directorate General of Corrections (DGC), as well as the Indonesian National Police (INP). ICITAP will work with the Government of Indonesia to further develop a nationwide training curriculum and program, provide specialized training on counterterrorism offender management, and a dedicated mentor to the DGC headquarters to mentor senior leadership on correctional best practices and how to reduce radicalization in the prison system. The primary role of the SCA to the DGC is to give policy advice and practical assistance to DGC senior staff on institutional reform, and to deliver trainings. SCA will provide trainings at the maximum-security facilities on management standards and emergency response procedures.

JOB DUTIES AND RESPONSIBILITIES:

• Advise the DGC as a whole and assisting in developing strategies for combating the radicalization of non-terrorist inmates.
• Assist the DGC in developing plans that map out effective strategies for the successful management of violent extremist offenders.
• Promote the role of the DGC in the strengthening of effective rule of law structures and policies in Indonesia, which guarantee freedom, security, and justice for all citizens in Indonesia.
• Assist the DGC with developing standard operating procedures and an institutional mission that will help with the enforcement of relevant laws.
• Develop a budget and project management strategy for their ICITAP-Indonesia Program
• Ensure that all activities are complementary to, and integrated into, other assistance efforts funded by the United States Government.
• Provide advice and training on classification and housing units management
• Prepare formal written reports that document progress toward the goals and objectives of the program.
• The Advisor shall demonstrate the ability to innovatively plan, lead and direct individuals, as well as efficiently and effectively manage a dynamic array of corrections development programs designed to discourage violent extremist activity in host country detention centers and prisons.
• The Advisor shall demonstrate a clear, yet compliant capability to adhere to the U.N. Standard Minimum Rules for the Treatment of Prisoners (Mandela Rules).
• Advocate for adoption of Mandela Rules and provide training of Mandela Rules.
• The Advisor must demonstrate the ability to effectively communicate both verbally and in written format and manage professional work relationships across organizational levels
• Must have the ability to manage cross-culturally as he/she will be required to establish effective working relationships with host country officials at various levels of government.
• Provide continuous and measurable program updates and results associated with assigned work performed in host country correctional facilities as required by his/her assigned supervisor and other national and/or international stakeholders.
• The Advisor shall have the demonstrated ability to develop comprehensive correctional assistance plans with a clear and direct focus of countering violent extremist behavior in host country detention centers and prisons.
• Develop, implement and manage processes for the sustainability of programs.

REQUIRED SKILLS AND QUALIFICATIONS:

• Clearable: Must be able to obtain and maintain a Public Trust Waiver US Government Clearance. Note: US Citizenship is required to obtain a Public Trust Waiver Clearance.
• 15 years of correctional experience in various assignments including 7 years demonstrated experience in senior leadership positions in a prison or correctional program.
• The Advisor shall be adept in executing programs and services such as prisoner classification (managing high risk detainees/inmates) and case management services process planning to include educational and vocational training.
• Bachelor's or master's Degree.
• An excellent understanding of processes for developing correctional agencies from the ground up and developing relevant policies and procedures.
• Experience advising executives at state or federal levels on correctional issues and the ability to establish and management personnel and budget accounts.
• Training experience in employee concerns processes, internal affairs, and problem resolution methodologies
• 15 years of experience, including at least ten years of experience in corrections operations, management, organizational development, planning and/or training, or overseeing corrections operations.
• Experience working in a high-security state or federal prison system, where violent and hard to manage offenders are incarcerated and provided rehabilitation programs, is preferred.
• The Advisor shall possess a keen understanding of all aspects of corrections operations that will include, but is not limited to detention and/or prison facility leadership and supervision, management and custody of high risk security individuals, special segregation housing, crafting of internal and external security procedures and features, administration functions, logistics, facilities maintenance, intelligence, internal audits and standards, communication functions, staff training and prisoner transportation.
• Experience working with a security threat group intelligence unit (STIU) in a similar type of environment.
• Experience working abroad.

DESIRED QUALIFICATIONS:

• Preferably, have executive-level experience as a prison warden or higher.
• International corrections experience
