Description: Responsibilities

Basic Purpose

Manages the negotiation and administration of the Open Access Transmission Tariff (OATT) and non-OATT interconnection processes. Develops transmission customer relationships and innovative solutions that meet customer needs while adapting to changing regulatory environments, managing risk, and maximizing transmission system utilization. Serves as a transmission witness in Federal Energy Regulatory Commission and Public Utility Commission of Nevada rate cases and proceedings.

Essential Duties and Responsibilities

Manages the process for customer requests interconnecting to the Company's transmission grid including Generator Interconnection Requests, Transmission Interconnection Requests, Engineering, and Procurement and Construction Agreements.

• Provides subject matter expertise on the Open Access Transmission Tariff, where applicable.

• Ensures contractual compliance during the construction of projects under the Agreement from the contract stage through the commercial operation stage.

• Acts as a subject matter expert in the department and facilitates training of Project Managers in Transmission Business Services.

Develops, negotiates, and completes contracts with transmission customers including other utilities and generating organizations for the addition and/or withdrawal of generation interconnections.

Monitors, interprets, and communicates industry and regulatory developments related to the Open Access Transmission Tariff.

• Assists with the Company's compliance with FERC Orders, FERC Notice of Inquiry (NOI), Notice of Proposed Rule Making (NOPR) and Standards of Conduct (SOC) activities.

• Establishes policies and procedures to ensure compliance with applicable regulations and responses to deadlines associated with the Open Access Transmission Tariff.

• Manages all associated change and training associated with the regulatory Orders.

Understands all appropriate tariffs and leads efforts to adjust tariffs to improve the experience for customers. Provides written and oral testimony in support of applicable legal, legislative, and regulatory proceedings.

Manages the departmental technical review and analysis of proposals submitted into the request for information or request for proposal processes for renewable energy resources.

Trains project managers and senior project managers in the department.

Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes, and regulations applicable to position and company.

Monitors and enforces all compliance requirements for area of responsibility.

Performs other duties as assigned.

Requirements Essential Education, Skills, and Environment
Education and Work ExperienceBachelor's degree from an accredited school in the area of specialty, and 6 years of related experience with leadership and/or project management/coordination and one year of experience in transmission or working with transmission directly on interconnections.Candidates that do not possess a bachelor's degree must have a minimum of with 10 years of related experience and one year of experience in Transmission or working with Transmission directly on interconnections.Specialized Knowledge and SkillsDemonstrated knowledge of:
  • Fundamental issues and policies of Transmission, Electric Industry, OATT, and FERC.
  • Understanding of related regulations and policies and their application to the business.
  • Contract interpretation, and tariff implementation.
Demonstrated skill such as
  • Written and oral communication skills, negotiation skills, and analytical skills.

Annual Salary: $115,900 (Min) to $136,300 (Mid); Up to 15% Short Term Incentive Plan target opportunity at the discretion of the company. This is a non-represented position.
