POSITION HIGHLIGHTS

This position is full-time, first shift and following a hybrid work schedule with in office attendance, 40 hours per week, 8:00 AM - 5:00 PM, scheduled Monday - Friday in New Britain, CT.The Technical and Regulatory Program Manager (Program Manager) will be part of the TRA leadership team, which is comprised of six supervisors and the Managing Director of Technical Staff who leads the office. The Program Manager will report to the Managing Director and assist them in executing the overall mission of TRA. Specifically, the Program Manager's responsibilities will be broken into two categories:

Discrete Project Deliverables: Lead on discrete substantive deliverables related to a part or the whole of a formal PURA investigation. Examples of assignments include, but are not limited to, leading on: one or more clean energy annual review proceedings; advanced rate design topics; reviews of one or more utility reconciling rate components; the Non-Wires Solutions Process; and, distributed energy resource interconnection cost allocation, among others.Project Management: Coordinating and executing project management functions for large-scale proceedings within TRA, such as rate cases and the annual Rate Adjustment Mechanism proceedings. Providing support to technical and legal staff, collaborating closely with TRA supervisors to streamline workflow and manage docket-related workThis role offers a stimulating blend of strategic leadership, project management, and technical expertise, contributing directly to the advancement of Connecticut's energy landscape and regulatory framework. The Public Utilities Regulatory Authority (PURA) is statutorily-charged with ensuring that Connecticut's investor-owned utilities, including the state's electric, natural gas, water, and telecommunications companies, provide safe, clean, reliable, and affordable utility service and infrastructure. PURA's mission is essential to advancing the state's energy, economic, and environmental goals and is critical to maintaining public health and safety as well as a robust economy.

The Office of Technical and Regulatory Analysis (TRA) is the technical lead on all docketed matters before the Authority. Specific responsibilities of TRA include, but are not limited to, conducting comprehensive reviews of electric, gas, and water rates, advancing energy affordability through utility programs and other initiatives, overseeing infrastructure investments and improvements, conducting natural gas safety oversight duties, and implementing public policies such as the state's clean energy, reliability and resilience, emergency response, cybersecurity, and Call Before You Dig programs and the Equitable Modern Grid Framework.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for planning, organizing and directing an agency program and/or project or directing the development and administration of programs within a division.
SUPERVISION RECEIVED
Receives administrative direction from an administrative official of higher grade.

Directs staff as assigned.
EXAMPLES OF DUTIES
Assist with the planning, organizing, and directing the work plan and individual work products within TRA's portfolio, including leading the development, implementation, and/or oversight of new state programs administered by either the state's regulated utilities or PURA and docketed investigations before the Authority.Coordinates with TRA staff, other PURA staff, the PURA leadership team, and PURA Commissioners to move the TRA work plan, individual work product, programs, and docketed investigations forward, in some cases with full delegation from the Managing Director of TRA to work on their behalf.Assists the Managing Director and Supervisor of SOU in ensuring alignment of all work product and programs with the overall mission and objectives of PURA;Coordinates, plans, and manages TRA and assigned program activities;Develops and maintains contact with individuals within and outside of agency who interact with TRA and/or the assigned programs;Speaks before professional and lay groups on subjects related to the TRA and/or agency mission; andPerforms related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of professional experience.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in the specific area of assignment.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
A bachelor's degree in climate change, economics, engineering, environmental studies, finance, physics, political science, public policy, public utility management, renewable energy, statistics, sustainability, or urban studies;An advanced degree in renewable energy, engineering, environmental studies, public policy, public utility management, finance, economics, or business administration;Work experience in utility regulation or utility management;Experience with energy policy, environmental justice, clean energy, electric grid technology, broadband deployment, or cybersecurity programs;Experience working on utility grid modernization initiatives, deployment of clean and renewable energy programs, or climate change policy;Experience writing technical reports, regulatory documents, white papers, position papers, policy papers, or academic articles for a general audience that provide conclusions or recommendations supported by documented evidence;Experience conducting quantitative analysis using energy, financial, or other utility economic datasets and synthesizing results;Experience with project management, working on two or more projects simultaneously, while adhering to deadlines;Experience leading long-term projects within a team setting; andExperience supervising or managing a team in a professional setting.
