Financial Institution Examiners participate in the assessment of Nebraska state-chartered financial institutions to determine safe and sound practices' adherence to all laws, regulations, and guidance documents; the adequacy of internal controls/procedures; financial adequacy; and the general performance of management. In addition to the duties of a Financial Institutions Examiner, the Risk Examiner Specialist will provide effective and accurate evaluation of the risks and activities of large, complex, or challenged institutions. The Risk Examiner Specialist will provide guidance and evaluation of the audit function, Call Reports, and the accounting practices of Financial Institutions. Furthermore, the Risk Examiner Specialist will provide an assessment of the key risk associated with traditional and non-traditional activities of state-chartered financial institutions.

Job duties

Duties will include, but not be limited to:
  • Plan, organize, and conduct large bank examinations and supervisory activities.
  • Assess enterprise governance and operation risk at midsize and large banks, identifying emerging corporate governance, enterprise risk, and audit risk issues.
  • Assist with the on-going analysis and evaluation of the financial condition, business initiatives, and future prospects of midsized and large banks.
  • Prepare written reports summarizing the results of analyses, and communicating findings, recommendations, and related supervisory actions for large banks.
  • Recommend enforcement action needed to remedy unsatisfactory or deteriorating conditions in a financial institution.
  • Meet with financial institution and holding company officials and/or board members to convey examination findings, regulatory matters, and proposed activities.
  • Provide guidance, mentorship, and training to financial institution examiners on matters related to large, complex, challenged institutions, or non-traditional activities.
  • Assist in conducting assessment and examination of non-traditional activities, including establishing policies and procedures.
  • Identify key risks and emerging trends associated with supervised institutions engaging in non-traditional activities.
  • Provide assessment and guidance, in verbal and written communications, regarding Financial Institution accounting.
  • Assess financial institution internal routines and controls (IRC), including compliance with FDIC Improvement Act (FDICIA) regulatory requirements.
  • Present IRC assessment findings, in both verbal and written correspondence, and make recommendations for corrective actions to regulatory and financial institution officials.
  • Perform investigations or inquiries into banking activities as directed by supervisors/managers and legal staff.
  • Represent NDBF in speaking engagements regarding Large Bank supervision, traditional and non-traditional activities, and IRC, as needed.
  • Attend education and training sessions that are appropriate and as directed.
  • Complete all other duties as assigned and necessary to support the NDBF vision and mission.
Requirements/Qualifications

Minimum Qualifications: Minimum of three years' regulatory experience within the last 10 years, including serving as Examiner-in-Charge of safety and soundness, AML/CFT, and Information Technology examinations of depository financial institutions. Bachelor's or graduate degree from an accredited college or university related to business, finance, accounting, fintech, or economics. A minimum of six semester hours in accounting is required.

Preferred Qualifications: Nine or more semester hours in accounting. Large Bank experience is helpful, but not required. The individual hired for this position will be expected to achieve and maintain the CSBS Certified Large Institution Examiner position. Knowledge of general banking operations and examination principles.

Other: The chosen candidate will be expected to achieve and maintain relevant professional certifications within 24 months, and successfully complete continuing education opportunities as assigned. This position requires a minimum of 40 hours per week, with day and overnight travel required. Must possess a valid driver's license and evidence of vehicle insurance, or the ability to provide independent authorized transportation. Must pass a criminal background check and motor vehicle records check.

Note: The position may be underfilled if the required regulatory experience and accounting hours are not met, provided the applicant is willing to complete all appropriate training and requirements to meet such standards, in a prescribed amount of time. Salary would be adjusted according to experience, expertise, and relevant skills. A degree as listed above and three or more years of professional experience working in the fields of: examining, auditing, or banking industry with experience in large, complex financial institutions may be substituted for senior examiner level status in some cases.

Applicants must have a strong ability to define problems, collect and analyze data, draw valid conclusions, prepare reports, and monitor financial trends and performance. Must be able to communicate effectively with teammates, industry professionals, other regulators, and the public, both orally and in writing, to present analyses, conclusions, and opinions clearly, concisely, and professionally. Must have strong technology skills including proficiency with Microsoft applications and ability to learn various examination and database software programs. Must be willing to learn new processes, skillfully adapt to change quickly, and work with limited supervision. Examiners must possess the highest integrity, leadership skills, personal accountability, and ethics.

This position could be based from any of the NDBF offices, located in Lincoln, Omaha, or Kearney.
