Project Overview:

Bechtel and Deloitte (Submarine Workforce Industrial Base (SWIB) procurement prime contractor) are partnering with the US Navy on a one-of-a-kind opportunity to streamline and optimize the submarine production process and develop a national strategic functional dry docks plan across the US. New submarine production is critical to the Navy and Nation and ship building plans call for greater production (by tonnage) than at any point since World War II. To meet this demand, the Navy is working with industry and the shipbuilders to support capital investments required to provide ship building and repairs facilities optimization, and industrial equipment to meet this surging demand. The U.S. Navy SWIB procurement will develop strategies to streamline facility builds or accelerate its investments in existing shipbuilding facilities, footprint, and machines/fixtures to achieve the 1 Columbia Class and 2 Virginia Class submarines per year production rate while also sustaining the existing fleet. This project spans several supporting activities and sub-objectives, in close partnership and coordination with the prime Blueforge Alliance, NAVSEA 04, the 4 public Navy shipyards, General Dynamics Electric Boat, and Newport News Shipbuilding. The following list are activities and objectives that are the focus of this project:

  • Develop a national strategic functional dry dock plan across public and private shipyards.
  • Determine both a near term critical equipment modernization roadmap and a long-term equipment modernization lifecycle.
  • Generate and implement strategies to accelerate current shipbuilding facility expansion.
  • Implement shipbuilding facility layout changes to optimize production and decrease shipbuilding and maintenance timelines.
  • Assist shipbuilders in determining methodologies for reducing inventory space requirements.

This position will be full-time telework and will require travel of 25-30% of the year, which entails site visits to the various shipyards across the United States and in-office visits to Reston, VA. The position is contingent upon project award.

Position Summary:

This position is responsible for planning, controlling and directing activities of the administrative group. Provide recommendations to management relative to administration and office services function. Ensures requirements of Bechtel and its customers, as well as regulatory, legal, and contractual requirements are met. Provides departmental supervision to project O&AS staff, including performance monitoring, performance reviews, and providing input on ranking and compensation for project-assigned O&AS staff.

Major Responsibilities:

  • Manage the Office and Administrative Services (O&AS) Department for the SWIB Project.
  • Responsible for providing O&AS support to the project in the areas of records management, document control, and administrative support.
  • Provide recommendations to management relative to administrative and office services functions.
  • Coordinate with various departments to manage the records turnover to the client.
  • Provide departmental and operational supervision to SWIB O&AS staff.
  • Responsible for performance monitoring, performance reviews, salary planning and career counseling for employees within the SWIB O&AS organization.
  • Provides input to ranking and salary planning.
  • Coordinate with Human Resources for recruitment and staffing activities. Prepare position requisitions, conduct interviews, and make recommendations on desired candidates.
  • Provide input to the CAM for O&AS budgets and staffing plans.
  • Manage/direct the document control and records management activities of the project.
  • Manage system administrative functions for the document control programs on the project.
  • Provide guidance and direction to the administrative and clerical personnel assigned to the project.
  • Oversees Required Reading program.
  • Addresses and resolves administrative services issues.
  • Develop and issue plans, procedures, and desk instructions for SWIB O&AS, as needed, which includes reviewing and commenting on other departments' procedures.
  • Control the issuance of SWIB Project forms and procedures.
  • Contributes to and evaluates work process improvements.

Education and Experience Requirements:

  • Bachelor's Degree plus 13 years of related experience. In lieu of a degree, high school diploma or equivalent and 19 years of related experience.
  • This role requires a facility-specific clearance that requires U.S. Citizenship to obtain.
  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.

Required Knowledge, Skills, and Abilities:

  • Excellent written and oral communication skills.
  • Demonstrated knowledge of planning for and implementation of automated applications relative to document control, office services, scheduling and collaboration.
  • Working knowledge of computer programs for records tracking, archival, retention, and storage.
  • Proficiency and experience in project administration, including procedural work, customer interface, document control and records management, and project close-out activities.
  • Knowledge of Bechtel processes and procedures related to O&AS functions.
  • Excellent organization/time management, problem solving, leadership and interpersonal skills.
  • Experience in the instruction, supervision, and management of personnel.
  • Knowledge of NS&E engineering, procurement, construction, safety, and project management functions, including their procedures, records, and automation systems used in support of projects and functions.
  • Prior experience managing office space and office services activities.
  • Knowledge of government contractual requirements.
  • Prior experience working in an engineering, procurement, and construction environment.
  • Prior experience working in a government contracts environment.
  • Prior experience with Bechtel's Aconex software, a plus.
  • Knowledge of NS&E organization structure, functions, policies and procedures, industry, and regulatory standards.
  • Knowledge of NS&E financial and human resources processes.
