DESCRIPTION:


This position performs financial functions for the State Advisory Group (SAG) and the Department with the federal funding received from Department of Justice (DOJ), TITLE II and Title V awards.

These grants cover prevention initiatives programs that help to keep the youth out of the system. Expenditures reports are provided to the SAG and the Department monthly.

This staff meets with the State Advisory Group (SAG) Chair monthly and Quarterly with the State Advisory Group (SAG) Finance Committee to inform of the spending and advise of red flagged items.

Staff meets with Assistant Secretary quarterly before the State Advisory Group (SAG) meeting to go over the report to keep Assistant Secretary abreast of expenditures and concerns.


Reviews allotments, expenditures, encumbrances, and other financial data found in State Automated Management Accounting System (SAMAS), the Department's Financial Information System (FIS), and OCULUS to ensure federal sub-grant data is properly recorded.

Document and discovered discrepancies and submit corrections requests.


Responsible for preparing monthly State Advisory Group (SAG) Federal Finance Report that contains federal sub-grant awards and related expenditures for each federal grant along with sufficient narrative to effectively communicate grant activity to the State Advisory Group (SAG), Secretary, Assistant Secretary, Budget Department and other staff.


Maintains a data base that contains federal grant awards, sub-grant awards, potential sub-grant awards, and other information needed to monitor federal grant balances.


Reviews the Federal Finance Report with the State Advisory Group (SAG Finance Committee chair each month and distributes to State Advisory Group (SAG) members, Secretary, Assistant Secretary Budget Department and other staff.

Provides current sub grant balances, federal award balances, expected expenditures.


Provides support to State Advisory Group Finance Committee by attending State Advisory Group (SAG) quarterly meetings to report on federal grant expenditures, meet with the State Advisory Group (SAG) Chair monthly to report on expenditures, red flagged items and new contracts.

Prepare minutes for the finance committee meetings for the State Advisory Group (SAG).


Provides support to the Prevention Federal Grants Unit related to financial requirements by assisting with Office of Juvenile Justice and Delinquency Prevention (OJJDP) request for documentation when reviews are conducted, assist with Grant Adjustment Notice (GAN)'s financial information such as available balances in sub grants.

Make sure the grant and other coding identify the purpose, circuit and type of service provide for each grant.

Performs other related duties as assigned.

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES
:

Knowledge of basic accounting principles and practices.

Knowledge of state fiscal rules and regulations and Florida Statutes.

Skilled in technical and business writing.

Ability to communicate verbally.

Ability to communicate effectively.

Ability to determine work priorities for maximum results.

Ability to review financial and programmatic data and reports for accuracy and completeness.

Ability to enforce the requirements of contractual service agreements.

Ability to work independently, plan, organize, and complete work assignments with minimal supervision.

Ability problem solving techniques.

Ability to be detail oriented.

Ability to organize data into logical format for presentation in reports, documents and other written materials.

Ability to establish and maintain effecting working relationships with others.

Ability to meet deadlines.

PREFERRED MINIMUM QUALIFICATIONS:

A bachelor's degree from an accredited college or university and two years of administrative experience.

A master's degree from an accredited college or university can substitute for one year of the required experience.

SPECIAL NOTES:


All prospective candidates will be subject to a sex offender check, criminal background checks (state, local, and national) and pre-employment drug screening for direct care positions.

DJJ participates in E-Verify (Employment Eligibility).

When identified of a position description, a valid driver's license is required.

If initially hired with an out-of-state license, the Florida resident must obtain a valid Florida state driver's license within 30 days of hire.

Licenses suspended or revoked for any reason, work permits (Business purposes/Employment/education only licenses) and some types of restricted licenses are not acceptable.

Licenses that have Corrective Lenses Restrictions are acceptable, provided the driver wears corrective lenses while operating the vehicle.
