Job Announcement

Leads all operational support to the emergency management program for Fairfax County Government through strategic planning, technical services management, logistical support, and policy management. Ensures that appropriate operational procedures for all associated components of the Emergency Operations Center (EOC), alternate Emergency Operations Center (AEOC) and all other department facilities are developed, updated, and tested on a regular basis. Develops a working relationship with all county agencies to ensure that the functionality of the EOC and AEOC are conducive in allowing each agency to accomplish their assigned tasks both during emergency and non-emergency functions. Oversees the development and implementation of county-wide organizational data to support decision-making by senior leadership. This includes operations, planning, logistics and finance sections. Ensures that all components necessary for the effective, efficient, and safe utilization of both the EOC and AEOC are in place and operational at all times. Oversees the technical services division which manages agency-wide emergency management technical capability including specific technology programs, agency facilities, staff IT management, emergency alerting systems, crisis information management software, back-up communication systems and situational awareness data analytics. Coordinates with the department of information technology frequently to ensure it systems function properly within the Fairfax County IT infrastructure. Serves as part of the department's senior leadership team and performs 24/7 on-call duty officer functions on a rotating weekly basis with other DEMS staff. Works u nder the general direction of the Deputy Coordinator of Mission Support.

Note: Position considered Emergency Service Personnel and required to work in the Emergency Operation Center (EOC) activations may require 12 hour or longer shifts which will include evenings, weekends, and holidays. The employee may will be required to report to work regardless of the emergency situation.

Illustrative Duties

Assists in the development and implementation of standards, policies, and procedures for the Department;Provides direction, guidance and direct supervision to direct reports and overall leadership to managers and staff, leads change management and project management initiatives;Assists in the review and preparation of legislative proposals;Prepares board items and makes presentations to Board of Supervisors, business and community organizations, and other county departments, as appropriate; Coordinates, collaborates, and communicates with local, regional, state, and federal governmental partners and community organizations on planning initiatives and programmatic issues, as appropriate;Identifies and recommends new technologies to enhance emergency planning, administration, operations, security, training and response efforts;Provides leadership to assure the development, data collection, reporting and analysis of performance measures for the assigned programmatic areas;Provides project management oversight to include project planning, scheduling, and budgeting coordinating with vendors, contractors, and other stakeholders to ensure the timely completion of project deliverables;Conducts meetings with county departments to review their issues, emergency planning, operations, training/exercise and financial recovery guidelines, and ensures compliance with federal, state and county emergency management standards;Assists in developing and managing assigned programmatic budget and contractual services;Oversees grant processes and memorandum of agreement for emergency preparedness, security, response and recovery programs and services;Conducts research, prepares, develops and maintains identified emergency management business/ operations continuity plans and procedures as necessary to assure the timely, efficient and effective response to and recovery from identified emergencies;Serves as program lead for the County's strategic homeland security planning initiatives; Manages contractual services for county or regional services (i.e. develops services plan and budget, evaluates contractor performance, approves payments, negotiates contract amendments and coordinates communication between service provider and County departments);Manage the development, planning and execution of complex Emergency Management programs and projects;Develops, coordinates and implements county-wide employee training and awareness programs on security, emergency management, financial recovery and other related topics;Develops, coordinates and implements county-wide and agency specific exercises, after action reports and the Corrective Action Program (CAP) and awareness programs on security, emergency management and other related topics;Represents the department and participates on county-wide taskforces or assigned project teams within related risk assessments, emergency management, human resources, financial areas and other related areas;Attends meetings of County staff and regional and county committees and prepares oral and written reports summarizing the meetings and describing existing emergency management procedures, along with recommendations for improvement; incident response plans related to specific risk and/or emergency management needs;Analyzes County disaster preparedness and operational response procedures in coordination with appropriate public safety and non-public safety agencies, and recommends improvements in existing emergency management procedures;Liaisons with various internal and external groups including County agencies, public safety officials, neighboring jurisdictions, federal and state agencies business partners and professional associations to evaluate existing security protocols for county personnel assets, facilities and properties, respond to inquiries, advice when there is a need to change security at county facilities, exchange information on product and service innovations and to keep current on trends and developments in the security area;Serves as emergency management staff duty officer on a rotational basis and responds to major fire scenes, weather emergencies, emergency medical scenes, hazardous materials events and other significant events to provide coordination and liaison between local, state, federal and private sector agencies;Manages pre-event and post-event recovery operations, damage assessment and mitigation programs, including planning, preparation of financial records, completion of reports, documentation and coordination of follow-up activities;Plans, coordinates and delivers emergency management outreach programs.

MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with a bachelor's degree in business administration, public administration, emergency management or related field; plus, six years of experience in emergency management and/or emergency services/public safety, to include project and program management.

PREFERRED QUALIFICATIONS: Advanced knowledge, understanding and proficiency of the principles and practices of Emergency Management and knowledge areas including, but not limited to, National Incident Management System (NIMS) and Incident Command System (ICS), National Response Framework (NRF), Hazard Mitigation, Recovery operations and others. Advanced knowledge, understanding and proficiency of how to strengthen our comprehensive countywide emergency management capabilities by strategically planning and build capabilities in the EOC and in our partner organizations. Ability to effectively communicate, interact and collaborate with a wide variety of groups and individuals. Ability to facilitate after-action-reviews, assist participants in refining root causes, and develop corrective action plans. Skill in oral and written communication and collaboration. Experience in emergency management in a large organization requiring coordination and planning between multiple local, state, and Federal emergency management and law enforcement/fire-rescue entities. Proficiency in the use of information technology tools applicable to the field of emergency management and modern office productivity software for communicating (email), planning, scheduling, spreadsheets, and word processing. Experience reviewing Federal and State emergency management statutes, rules and policies and assuring local planning products and initiatives align.
